- Request for Information (RFI) Virtual Interview Skills Training System RFI Purpose THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI is developed for the express purpose of surveying interested sources on applicable services for a simulation based learning tool for practicing and obtaining feedback on the use of TEACH and Motivational Interviewing (MI) skills. Supplement face-to-face training and coaching is required. The simulation based training tool will need to be customized to present multiple patient responses, based on the skills used or not used, to support development and enhancement of health care providers and clinicians conducting patient centered communication throughout the VHA Interested sources are invited to provide their approach to meet the requirements for the Virtual Interview Skills Training System as described below. This RFI does not commit the Government to contract for any supplies or services whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. North American Industry Classification System Code (NAICS): TBD Background VHA SimLEARN has identified a need for a customized simulation based tool to support longitudinal assessment and learning by health care providers and clinicians of Veteran-centered communication skills for health coaching, MI and competencies linked to patient-centered communication. Providing these opportunities for continued learning is aligned with the VHA's strategic goal to provide care that is personalized, proactive and Veteran-centered. There is specific interest in a tool to support the VHA National Center for Health Promotion and Disease Prevention (NCP) TEACH for Success (TEACH) which is patient-centered philosophy that is the foundation for the five critical skills that clinicians need to effectively educate their patients that focus on the following: Tune in to the Patient Explore the Patient's Concerns Preferences and Needs Assist the Patient with Behavior Changes Communicate Effectively Honor the Patient as a Partner MI training programs is an evidence-based clinical method that involves guiding patients to make healthy choices by eliciting and supporting their own motivation to change. The skills, which are featured in face-to-face TEACH and MI training programs require repeated practice, and assessment and feedback to promote competency attainment. Therefore, there is a need to provide longitudinal learning, practice and flexible follow-up coaching opportunities for health care providers and clinicians who participate in TEACH and MI courses, as the current implementation of one or two group face-to-face learning sessions is not sufficient for most clinicians. Training Capability The Contractor shall deliver a tool with the following capability of: Integrated standard operating procedures/instructions Multiple patient responses based on the skills used or not used Immediate feedback provision to the learner regarding skills use with suggestions for how to improve performance (e.g., real-time feedback from a quote mark virtual coach quote mark ) Providing assessment and feedback of learner's use of communication skills using a checklist, (derived from the VHA's TEACH and MI training programs, to be supplied by the VHA) with capability to generate an overall score Generating a feedback report for the clinician and for the clinician's coach Identifying skills the clinician should continue to use, as well as skills the clinician should consider working on to improve performance Customized report development and generation to provide data on individual and overall learner use of the training platform Tracking of individual and aggregated clinician performance improvement over time. Scope The following tasks are being contemplated to be the contract's scope: Patient Centered Scenario Development The Contractor shall deliver a simulation based training tool with four (4) patient centered scenarios (10-20 minute short vignettes, depending on clinician response). The simulation should provide at least 2-4 quote mark patient quote mark responses, based on the learner's use (or lack of use) of Veteran -centered communication skills. The Scenarios are as follows: Obese Veteran with obesity associated medical condition(s) (e.g., type 2 diabetes, hypertension, hyperlipidemia, osteoarthritis of the lower extremities, obstructive sleep apnea). Goal is enrollment in the VHA's MOVE! Weight management program or willingness to participate in further discussions about options for weight management. Veteran with diabetes mellitus (DM) using tobacco and not engaged in other diabetes self-management behaviors ( e.g., blood glucose monitoring, managing high and low blood sugars, diabetes dietary restrictions, physical activity, checking feet, taking medication as prescribed). Goal is tobacco cessation and/or engagement in diabetes self-management Veteran with Cardio-Vascular Disease (CVD) risk who is inactive. Goal is increase in physical activity and/or participation in a cardiac rehabilitation program. Veteran with chronic illness, (hypertension (HTN), DM) not feeling the need to take medication as prescribed or follow through with other preventive or medical recommendations (e.g., blood pressure or blood sugar monitoring, lab tests, procedures). Goal is medication taking and/or following through with other treatment/self-management recommendations. Response Content Provide company capabilities and experience relative to the services and competencies (skill sets) identified above. In addition, please mark and provide details to assist in commerciality determination: Commerciality Determination a. ( ) Our Virtual Interview Skills Training System as described above, has been performed to the general public. b. ( ) Our Virtual Interview Skills Training System as described above, has been performed on a competitive basis to multiple state and local governments. c. ( ) Neither of the above applies. Explain. Response Guidance Responses are limited to 15 pages (double sided will be counted as two), single-spaced, minimum font is 12 point, Times New Roman on.pdf format. The Government will not review any pages beyond the 15-page limit.
