A competitive 5-year indefinite delivery-indefinite quantity (IDIQ) contract consisting of a 1-year base and four 1-year option periods for PSO services is contemplated to maintain continuity of operations and ensure that FPS meets its mission requirements of safeguarding federal employees and federal property, as well as building occupants and visitors at these locations throughout the State of West Virginia, excluding Berkley, Jefferson and Morgan Counties. The required class of security guard services is Guard II, and FPS requires a mix of fixed and roving armed PSOs providing interior and exterior coverage, with some posts requiring 24-hour coverage across 26 locations. These essential security services include access control to facility entrances and exits, employee and visitor identification checks, monitoring security equipment, and roving patrols of the interior and exterior of federal facilities. This requirement will be satisfied through task order acquisition. The forthcoming request for proposal (RFP) HSHQE3-15-R-00002 will be set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns and will be solicited on a best-value basis utilizing standard FPS evaluation factors - relevant past performance and management approach. The Northern American Industry Classification System (NAICS) code for this requirement is 561612, which falls under the scope of Protective Guard Services. The planned period of performance for the subsequent IDIQ shall encompass a base period of twelve months - 01 December 2015 to 30 November 2016 and includes four (4) 12-month option periods.
