- Description
- The Strategic Systems Programs intends to contract with Lockheed Martin Mission Systems and Training (LMMST) Mitchel Field NY, a division of Lockheed Martin Corporation (LMC), to provide the following efforts for TRIDENT II Fleet Ballistic Missile Strategic Weapon System (SWS) D5 Backfit Navigation Subsystem: (1) U.S. and U.K. Fleet Support, (2) U.S. and U.K. Trainer Systems Support, (3) U.S. and U.K. Trainer Strategic Systems Programs Shipboard Integration (SSI) Development Activities, (4) refurbish and recertify D5 Backfit Navigation Subsystem during Engineering Overhauls of 3 Ship Submersible Ballistic Nuclear (SSBN) Submarines, (5) SSI Increment 4 Navigation pilot course reports, (6) Ship Submersible Ballistic Nuclear - Replacement Program (SSBN-R) Support, (7) SSBN-R Strategic Weapon Training System Development, (8) Navigation Subsystem Software Modernization and Restructuring Transformation (SMART) efforts, (9) U.S. and U.K. Logistics support for Trident Navigation Subsystem, and (10) D5 Backfit LAPNOT Modernization. The contract will contain both United States and United Kingdon sponsored efforts for FY16 and options for FY17 efforts. As the design agent, LMMST is the only known source with the requisite design background, system knowledge and opearational experience relative to the TRIDENT II D5 Backfit Navigation Subsystem capable of providing the required effort with existing cost and schedule constraints. The Contract will include an option provision to increase the level-of-effort items up to 30%. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to use Part 12 for the acquisition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
