- See attached Notice of Intent NOTICE OF INTENT(NOI) - HT0011-15-NOI-0014 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE LOGICAL FOLLOW ON CONTRACT. RELEASE DATE: 04/14/2015 CLOSING DATE: 04/22/2015 1. Purpose of this Notice of Intent (NOI) This NOI is being issued by the Defense Health Agency (DHA), Contract Operations Division Falls Church (COD-FC) to conduct market research on Industry's capabilities in providing Joint Capability Integration Development System (JCIDS) analysis. The Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC) intends to issue a 12 Month Sole Source Logical Follow On Contract under FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" to Booz Allen Hamilton (BAH) for Joint Capability Integration Development System (JCIDS) analysis, and assessment of future warfighting environments using empirical data and inputs from health subject matter experts to define emerging Warfighter requirements, assess actual operational performance and identify DOTMLPF actions decision-makers should take to improve force survivability. This is a logical follow on contract to continue support for the Operational Medicine Electronic Medical Record CDD, and the Research Military Operational Medicine and Advanced Rehabilitation. 2. Scope As the incumbent, Booz Allen Hamilton currently supports the Joint Capability Integration Development System (JCIDS) analysis, and assessment of future warfighting environments using empirical data and inputs from health subject matter experts to define emerging Warfighter requirements, assess actual operational performance and identify DOTMLPF actions decision-makers should take to improve force survivability. This follow-on action will result in the completion of ongoing JCIDS work by completing a Capability Development Document (CDD) for follow-on theater medical information requirements and Capability Based Assessments (CBA) on Military Operational Medicine Research and Advanced Rehabilitation Research. Booz Allen Hamilton has the experienced and skilled personnel already in place to provide continued and uninterrupted services. Failure to continue and sustain support continuity will compromise the agency's ability to meet its current operational capabilities. The period of performance shall be for 12 months. 3. How to Respond This is a Notice of Intent ONLY, it is not a request for competitive proposals. It is issued solely for Information and Planning Purposes - It does not constitute a Solicitation nor does it restrict the Government as to the ultimate Acquisition Approach. In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 5-10 pages in length. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this NOI. All costs associated with responding to this NOI will be solely at the interested vendor's expense. Not responding to this NOI does not preclude participation in any future Request for Proposal (RFP), if any is issued. The formal closing date for this NOI and submission of Responses is Wednesday, April 22, 2015 at 2:00PM EST.
