W912TF-15-R-0500-0006_Amendment 6 Document Type: Pre-Solicitation Notice Solicitation Number: W912TF-15-R-0500 Posted Date: December 23, 2014 Original Response Date: March 11, 2015 Current Response Date: April 21, 2015 Original Archive Date: June 21, 2015 Classification Code: Y-Construction of Structures and Facilities Set Aside: Small Business Classification Code Y-Construction of Structures and facilities NAICS Code: 236220- Commercial and Institutional Building Construction The USPFO for New Hampshire intends to issue a Request for Proposal (RFP) to award a single firm fixed price contract for services, non personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete a functional installation of Two (2) existing KC135 Hangars at Pease ANGB, NH. SZCQ139901, KC-46A ADAL Fuel Cell Building 253 primarily consists of a hangar bay addition measuring approximately 193' by 111' in plan, with a height of approximately 85', and the construction of aircraft maintenance shops within the exiting hangar structure. The work includes the following principal elements: Site work, including utility work and paving; general building work, including selective demolition, hangar slab on grade floor, steel framing, fall protection, siding, hangar doors, roof, snow guards, interior walls and doors, overhead doors, casework, finishes, HVAC, plumbing, HEF fire protection system, electrical and communications work. The following OPTIONs may apply: 1) Remove and Replace Standing Seam Metal Roof. 2) Reconstruct Parking Lot. 3) LED Lighting in Hangar. 4) Parking Lot Lighting. The second hangar: SZCQ139904, KC-46A ADAL Maintenance Hangar Building 254 primarily consists of demolition of a previous hangar bay addition measuring approximately 162' by 53' in plan, with a height of 61', construction of a new hangar bay addition measuring approximately 193' by 111' in plan, with a height of approximately 85', and the renovation of aircraft maintenance shops within the existing structure. The work includes the following principal elements: Site work, including utility work and paving; general building, including selective demolition, hangar slab on grade floor, steel framing, fall protection, siding, hangar doors, roof, snow guards, interior walls and doors, overhead doors, casework, finishes, HVAC, plumbing, HEF fire protection system, electrical and communications work. The following OPTIONs may apply: 1) Remove and Replace Membrane Roof. 2) Remove and Replace Standing Seam Metal Roof. 3) Reconstruct Parking Lot. 4) LED Lighting in Hangar. 5) Replace Office Doors. 6) Hangar Slab Aggregate Base Materials. Alteration and repairs to Hangar Building 253 and Hangar Building 254 will run concurrently. The hangar bay in building 253 must be 100% usable by the Government before effort of work associated with the hangar bay in building 254 can be started. The work outside the hangar bay in building 254 can be started simultaneously as the work in building 253. This yields an overall contract duration of 30 months. Brand name requirements for this project are: Schneider Electric TAC I/A Series controllers, Advantor Security Systems (Sole Source), Simplex Fire Alarm, and Ansul Orifice plates. J&A will be posted with solicitation. Magnitude of construction is between $25,000,000 and $100,000,000. Period of Performance/Contract Completion time is 900 days to include inspection and punchlist. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $36.5 million. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The tentative date for issuing the solicitation is on-or-about 12 January 2015. The tentative date for the pre-proposal conference is on-or-about 21 January 2015, 10:00 AM EST at Pease ANGB NH, 302 Newmarket Street, Portsmouth, NH. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 20 January 2015 via email (preferred) to Regina Rockwood at Regina.m.rockwood.mil@mail.mil AND Scott Ballweg at scott.l.ballweg.civ@mail.mil The solicitation closing date is scheduled for on-or about 20 March 2015. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price. The Government intends to award without discussions. Interested offerors must be registered in the System for Award Management (SAM). Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address.
