- Description The U.S. Department of Transportation, Office of the Assistant Secretary of Transporation for Research and Technology (OST-R), John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a total Small Business Set-Aside (SBSA) Request for Proposal (RFP) for Air Traffic Control and Landing Systems (ATCALS) and Maritime Domain Awareness (MDA) Support. The RFP will be conducted as part of the support that the Volpe Center provides to the Federal Aviation Administration (FAA), Department of Defense (DoD) and other Federal agencies. The RFP will be seeking Offerors to provide support to address the need to modernize the ATCALS and MDA infrastructure. The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity Multiple Award basis with the ability to issue firm fixed price, cost-plus-fixed-fee completion, and cost-plus-fixed-fee term type task orders. The term of the ordering period of the contracts will be five years from date of award. A pre-proposal webinar is anticipated to be held May 1, 2015. The complete details of the pre-proposal webinar and how to sign up will be listed in the solicitation. The preponderance of work will be in support of the ATCALS Standard Terminal Automation Replacement Systems (STARS) effort. This contract is intended to support emerging FAA National Airspace Systems (NAS) ground-based systems and prototypes that may be adopted by the DoD and assigned to its Air Force Life Cycle Management Center's (AFLCMC) Aerospace Management Systems Division (ASMD) at Hanscom Air Force Base to support deployment of ATCALS systems. FAA/DoD systems that are likely to be deployed during the duration of this contract may include a new voice radio deployment and a new voice switch deployment. A third scope area includes one-of-a-kind, site-specific projects, site locations have not been identified, that provide improvements to the ATCALS systems and environment. Similar activities that have been requested by users in the past include a project to perform an Air Traffic Control Tower/Radar Approach Control (ATCT/RAPCON) relocation, acquiring and installing new Air Traffic Control (ATC) consoles, installation of peripheral ATC systems, and removal of obsolete ATCALS and infrastructure. MDA support under this acquisition will assist the United States Navy (USN) in deploying international reciprocal MDA solutions throughout several nations concurrently. The scope of this contract will support the user community at both national and international sites. The North American Industry Classification System (NAICS) Code is 541330-Engineering Services, for this acquisition with a small business size standard of $15 million. The estimated announcement of this RFP will be late April 2015. Responses will be due approximately 45-60 days following issuance of the RFP. The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of the RFP or amendments will not be available.
