Description
Delineated area map (2015.04.14) REQUIREMENT: The U.S. Government is interested in leasing approximately 42,904 rentable square feet (RSF) of office space and five reserved surface or structured parking spaces in Newark / Lyndhurst, New Jersey. The rentable space should yield a minimum of 37,308 ANSI/BOMA Office Area Square Feet (ABOA SF) (previously usable square feet) to a maximum of 39,173 ABOA SF available for use by tenant for personnel, furnishings, and equipment. The proposed lease shall be fully serviced. The building offered must be Class "A" or "B" professional space with state of the art mechanical and electrical installations and must meet the minimum Federal Fire Safety and Handicap requirements. The building shall not be in the 100 year flood plain. Offered space must be in a building that has earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets a statutory exception. At a minimum, this project shall obtain LEED - Certification for Commercial Interiors (LEED-CI) for existing building or LEED - Silver Certification for New Construction (LEED-NC) for new buildings. The successful Lessor, at the Lessor's cost and expense, shall obtain certification from the U.S. Green Building Council (USGBC) within nine (9) months of project occupancy. The Government reserves the right to determine acceptability of the offered property as to the building's structural integrity; the highest safety, energy efficient installations; aesthetic appearance, the security installations, the security of its surrounding areas, accessibility of the property to major highways and state roads, and availability of public transportation, and its location within the below mentioned delineated Area. UNIQUE REQUIREMENTS - Basement or below grade space is unacceptable. - A loading area with double doors or an overhead door must be available in the building. - Heavy floor loading (100 lbs. per square foot) required in multiple storage areas totaling 2,905 ABOA SF. - A second means of egress to/from the space acceptable to the Government is required. - Ability to install separate restrooms within the space. - Ability to install exterior signage. - The government shall have access to the space 24 hours a day, 7 days a week, 365 days a year, including freight access/elevator if applicable. LOCATION PARAMETERS: - Space must be contiguous and if located on two floors, the space must be directly above/below each other. The government prefers to be located on one floor or no more than two floors. - A commuter rail, light rail, or subway station shall be located within the immediate vicinity of the building, but generally not exceeding 2,640 walkable linear feet (WLF), as determined by the LCO. Alternatively, two or more public bus lines shall be located within the immediate vicinity of the building, but generally not exceeding 1,320 WLF, as determined by the LCO. -A bus/train must stop at the proposed building on a regular/frequent basis (schedule required to be provided). - The public entrance to the building must be located more than 300 WLF to schools (K-12). LEASE TERM: Fifteen (15) Years, Ten (10) years firm term. The Government has termination rights of the lease at any time after the tenth (10 th ) year upon 90 days' notice. OCCUPANCY DATE: Space must be in move-in condition, ready for occupancy and delivered to the Government by August 22, 2017. EXPRESSIONS OF INTEREST MUST BE SUBMITTED IN WRITING NO LATER THAN MAY 4, 2015 AT 4:30 PM AND SHOULD INCLUDE THE FOLLOWING INFORMATION: -Building name and address, and location of space in the building. -Site map and plans, if available. -One-eighth inch scale drawing of space offered. -ABOA SF -RSF Offered and Rental Rate per Square Foot. (Specifying services, utilities, electricity, and Tenant Improvement Allowance of $51.41 per ABOA SF) -Percentage of Common Area Factor used to determine the RSF -Date of space availability -Building ownership information -Amount of parking available on site and its cost. -Energy efficiency and renewable energy features existing within the building. -List of building services provided. -A map showing the building and bus stop locations. -A public transportation bus and train schedule indicating the frequency of stops -Name, address, telephone number, and email address of authorized contact. Submission by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner. AUTHORIZED CONTACTS: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall the Offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the officers and employees of General Services Administration (GSA) or its authorized representatives at Jones Lang LaSalle Americas, Inc.
