- The Edgewood Chemical Biological Center (ECBC) is conducting a market survey to identify small businesses with demonstrated capabilities for providing technical support to the Office of Research and Technology Applications (ORTA) at ECBC. The ECBC is seeking small businesses with experience in technology transfer, public-private partnership agreements, application of technology transfer mechanisms, as well as knowledge of patent and federal technology transfer law. Key Capabilities Desired: The ability to support all aspects of technology transfer conducted at ECBC, including, but not limited to, the following: a.Seeking and identifying new partnership opportunities for cooperative research and development, to include initial contact with companies aligned with ECBC mission. b.Review and independent analysis of licensing and commercial potential for existing and new technologies, patents, products across ECBC. c.Assistance in structuring technical details of agreements with ECBC partners, to include Joint Work Statements supporting cooperative research and development and technology support agreements. d.Recommendations regarding market variables which affect application of effective and reasonable royalty terms for specific technologies and patents. e.Independent review and analysis of existing agreements and assistance in obtaining back payment on royalties, assistance in restructure and renegotiation of existing agreements in order to reflect emerging practices and developments. The Government intends to award a services contract for technical assistance and support to the ECBC Technology Transfer Office. All positions related to the service may be on-site or at contractor site during the period of performance. The ECBC's Technology Transfer Office has interest in the following: a.The necessary staffing, expertise, educational resources, and other requirements to assist in forming technology transfer related partnerships with private industry, academia and state, local, and other governmental organizations. b.The necessary expertise to assist in comprehensive agreement structure, negotiation strategy, and workforce training regarding technology transfer mechanisms and its advantages. c.Integration of innovative models and strategies for technology licensing, valuation of Government inventions, and promotion of technologies and capabilities at ECBC. Examples of skills and experience related to this request include: a.Educational background in United States Patent Law and one or more of the following: Chemical Engineering, Mechanical Engineering, Biomedical Engineering, Chemistry, Biology, or other scientific areas of study related to chemical, biological, radiological, and nuclear (CBRN) defense activities OR A moderate level of experience working in the CBRN or related field. b.Additional background, education, and/or training in management, business development, and/or business administration. c.Significant experience managing federal technology transfer programs to include forming cooperative research and development agreements, technology support agreements, educational partnership agreements, and other types of agreements. d.Experience and/or training in supporting and conducting negotiations, experience in assessing inherent value on patents, inventions, and other intellectual property, and familiarity in tracking royalty payments. e.Experience and understanding in supporting Small Business Independent Research and Small Business Technology Transfer. f.Demonstrated experience in presenting to and communicating with senior military and civilian agency leaders. g.Geographical proximity within 120 miles of Aberdeen Proving Ground, Maryland. This is a request for information ONLY. NO CONTRACT AWARD WILL BE MADE FROM THIS PUBLICATION. WHITE PAPER PREPARATION AND SUBMISSION: All domestic small businesses are encouraged to respond to this RFI by submitting a white paper. If already involved in a contract with the Department of Defense, include that contract number. Also, the respondent should state if it is a small business and if so if it is considered small disadvantaged (8a). The white paper shall be limited to twenty (20) pages (8.5inches x 11inches) of English text. It shall be single-spaced, 12 font size with 1 inch left, right, top and bottom margins. Any proprietary data that is intended only for evaluation purposes by the Government must be identified and appropriately marked. See Federal Acquisition Regulation (FAR) 3.104-4; 52.215-1(e). The respondent must also identify all technical data contained in the white paper that is to be treated by the Government as subject to restrictive markings. In the absence of such identification, the Government will assume to have unlimited rights to all technical data in the white paper. The white paper shall be submitted in Portable Document Format (pdf) or Microsoft Word format and include an electronic copy on a Windows compatible CD-ROM. Respondents are responsible to ensure electronic copies on CD-ROM are virus free. Submissions are to be sent no later than 5:00 pm on May 14, 2015 to: shantice.m.wright.civ@mail.mil.
