N otice Type: Special Notice of Contract Action J&A Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: Anticipated 4 th Quarter FY 15 Contract Award Number: FA8726-08-C-0004 Synopsis: AFLCMC located at Hanscom, AFB, MA, intends to award a follow-on Cost Plus Fixed-Fee (CPFF) contract effort for a twelve (12) month base effort with two (2) twelve (12) month option periods to Raytheon Company, 1001 Boston Post Road East, Marlborough, MA 01752-3770, under Federal Acquisition Regulation (FAR) Part 15 and Part 6 using other than full and open competition based on Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). Raytheon Company possesses the ability and resources to fulfill the Minuteman Minimum Essential Emergency Communication Network (MEECN) Program Upgrade (MMPU), PE 33131F, for delivery of MMPU peculiar support equipment (PSE) and contractor support for the activation of organic depots for MMPU terminal software and its cryptologic subsystem, the KOV-222, Special Security Module (SSM), within the anticipated time frame to support system deployment. This work requires very specific and highly experienced staffing for the purpose of managing and conducting in-depth training on the software structure and code required to ensure Air Force organic software depot engineers are able to perform the resolution of reported MMPU software anomalies and directed MMPU software updates. The Depot activation effort will include planning for depot personnel training and a Public-Private Partnership (PPP) in accordance with DoDI 4151.21, Public-Private Partnerships for Depot-Level Maintenance dated 7 Mar 2013, to support possible extended depot efforts. The work also requires the procurement, assembly, test, and installation support of the unique components required to provide the organic depots with the support equipment peculiar to the maintenance of the MMPU SSM and operational MMPU software. The information shall clearly present evidence that the respondent is fully capable of providing the required systems and as such may contain any information that the interested party feels is relevant.
