Description
STATEMENT OF WORK THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. MSP-RFQ-PE-15-002. This solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquisition Circular (FAC) 2005-080, dated March 2, 2015. This requirement is issued as Unrestricted. The North American Industry Classification Systems (NAICS) code for this acquisition is 541910 with a small business size standard of $15.0M. The US Merit Systems Protection Board (MSPB) has a requirement for an experienced survey delivery contractor to host and administer a web-based Merit Principles Survey (MPS) and to provide associated technical support services. The MPS is anticipated to be administered during calendar year 2015. The MSPB located in Washington, DC anticipates establishing a single award contract with an Offeror to host the 2015 Merit Principles Survey. The period of performance is anticipated for the date of award through one year. This acquisition is being issued under the authority of Federal Acquisition Regulation (FAR) Part 13. The following contract clauses apply to this acquisition: • FAR 52.217-9 Option to Extend the Term of the Contract (a) The Government may extend the term of this contract by written notice to the Contractor within thirty (30) days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least sixty (60) days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. The Offeror shall demonstrate the ability and experience in providing the required supplies and/or services. MSPB intends to award a contract for the products and services specified in this Request for Proposal to a source that will be of the best value to MSPB, upon considering price and other factors. The lowest possible price proposal may not be selected if award to a higher priced proposal is deemed to be most advantageous to MSPB. This determination will be made by considering differences in the value of each proposal's technical features in addition to differences in cost. When combined technical and past performance is more important than price. Offeror Submission shall include but not be limited to: Factor 1: Technical Capability - Proposals will be evaluated for compliance to the specifications detailed for each project task and evidence of expertise. The proposal will be evaluated against the criteria in section 7.1 of the Statement of Work. Factor 2: Past Performance - The Offeror is required to provide no more than three (3) references from previous customers for same or similar services to the requirement. Offerors shall provide the three (3) references with the following information: (i) reference's name and address, email and telephone number of contact person; (ii) dollar amount of the contract; (iii) term of the contract; and (iv) brief description of the work performed. Pursuant to FAR 15.305(a) (2) (iv), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Factor 3: Price Quote - The price quote should be provided on the schedule found in the Statement of Work. Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Items which is completed by registering in the System for Award Management (SAM) Website at: https://www.sam.gov/portal/public/SAM/. Offer must also include Offeror's DUNS Number, prompt payment terms, and correct remittance address, if different from mailing address. Questions must be submitted in writing and only via email to Michaela.klarmann@mspb.gov. Written questions must be submitted before 5:00 p.m. Eastern Time on April 22, 2015. Offers shall be in writing and must be signed by an official who is authorized to bind the organization. Oral quotations will not be accepted.
