Description
Sources Sought Only This solicitation is a "REQUEST FOR INFORMATION" only for the proposed contract action stated below. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing/email. Market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The proposed contract action is for a firm-fixed-priced purchase order for the technical support of VA website www.amputation.research.va.gov for the Puget Sound VA Healthcare System. Objectives/Security Requirements for the requirement are listed on page 2. Contractor shall provide certification as required by Performance Work Statement that all personnel authorized to maintain the website specified by the contract are competent and able to perform all duties listed under the terms of the contract. NAICS Code 541511, diagnostic imaging equipment repair and maintenance services applies to this procurement with a size standard of $27.5 million. Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, responsibility to deliver the service listed above, and proof of that they meet the security requirements listed on page 2. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full maintenance and repair service on equipment listed. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Any offeror capable of providing this service shall notify the Contracting Officer by email no later than 04/14/015, 0800EST. All information is to be submitted via e-mail to: james.mikell@va.gov Objectives: The general objectives for website support and maintenance are to keep the www.Amputation.Research.VA.gov website current for the activities, research, presentations, events and staff of the Amputation and Prosthetic Engineering Research Center of Excellence. Direction for website changes and additions will come from the Contracting Officer Representative (COR). Some specific objectives are: 1.When new, prominent research projects are initiated, post a summary of the research on the home page banner with a link to a page with more details. 2.Also on the home page banner, add new events or awards for the Amputation Center of Excellence. 3.Post calls for study volunteers to support research projects. 4.Add new amputation research, publications, presentations and events for the Amputation Center of Excellence. 5.Add or link to videos posted on the VA media server or on the VA YouTube channel. 6.Take summary information from the most recent annual report to include on the website on the "About us" page. 7.Make changes to the staff and other personnel updates on the website as directed by the COR 8.Add links to other relevant research sites or other Internet resources. 9.For new content pages, incorporate Search Engine Optimization terms into page text and Meta data to improve the search engine performance for locating the new content. 10.The contractor will assess current traffic to establish a baseline of traffic to the website to compare periodically with future traffic after the major changes have been made. These trends will be presented and discussed at a quarterly meeting with the COR of the Amputation and Prosthetic Engineering Research Center of Excellence. 11.Continue to add, modify, pages of the site as needed to keep it updated. Security Requirements 1.Vendor personnel shall be cleared for security requirements to access the VA network and have a a VA network user name and VA email address. 2.Vendor shall have met the security and access requirements to install and operate the Cisco AnyConnect Secure Mobility Client (SMC). This connection is required for remote VA network and server access. 3.Vendor personnel shall have completed annual VA security and privacy training. Period of Performance: Base: 05/01/2015 - 09/30/2015 Option 1: 10/01/2015 - 09/30/2016 Option 2: 10/01/2016 - 09/30/2017 Option 3: 10/01/2017 - 09/30/2018 Option 4: 10/01/2018 - 09/30/2019
