Description
The National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR) and the Vaccine Research Center (VRC) requires qualified and experienced personnel to support a full-range of activities, including new and in-progress research projects, program deployment and implementation, ongoing management and operations, and other activities necessary to conduct the business of the NIAID's research program. Functional areas include, but are not limited to: 1) Scientific research and analysis support; 2) Bioinformatics and computational biology; 3) Scientific and technical writing; 4) Scientific and medical domain expertise; 5) Scientific and research data management; 6) Laboratory management and support; 7) Scientific project management; 8) Information systems support; 9) Clinical support services. Project Requirements Successful offerors must be able to provide the appropriate personnel to support all functional areas listed above. A specific personnel category list will be provided in any resultant RFP, but will include a large number of highly scientific positions requiring advanced degrees including Ph.D. or MD. It is anticipated that this requirement will be procured as an IDIQ, task order type contract due to the rapidly changing needs of the NIAID. The current estimated maximum is 350,000 hours/year. Offerors must demonstrate the ability and prior experience to recruit and maintain a stable, experienced staff with advanced degrees (M.D. and Ph.D.) in biomedical research in metropolitan Washington, D.C. as well as rural regions such as Hamilton, Montana. In addition, offerors must demonstrate the ability and prior experience of providing staffing for research in BSL (Biosafety Level) 3 and BSL 4 environments. Offerors must demonstrate prior experience in supporting clinical trials within the US as well as Africa, India and other countries. When needed, offerors will be required to attract and retain foreign scientist and must demonstrate ability and prior experience in sponsoring work visas and providing permanent residence assistance for employees and their families. Offerors will need to demonstrate prior experience in supporting employee growth and development, by providing training and education assistance as well as supporting attendance and participation to scientific conferences. Administratively, offerors are required to demonstrate the ability to provide a dedicated program management staff with experience and skill in similar activities of comparable scope and complexity as well as a corporate infrastructure to accommodate a contract of this size and complexity. It is anticipated that any resultant contract will be awarded as a one year IDIQ type contract, with portions being firm fixed price and portions being cost reimbursement, beginning on July 15, 2015 with the option for four additional contract years.
