- The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) for the Construction of a Trail, at the Sunkhaze Meadows National Wildlife Refuge, located in Penobscot County, ME. This procurement action is being solicited as a Small Business Set Aside. The NAICS code is 237990 (Trail Construction), with a size standard of $36.5 million. This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. The estimated magnitude of this work is between $25,000 and $100,000. Bonding Requirements for this project are as follows: Bid Bond, 20%; Payment Bond, 100%; and a Performance Bond, 100%. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation. Evaluation of interested firms will be based on the following, contained in the Solicitation: 1) Technical Acceptability and 2) Price. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
