Appendix B - Relevent DHS/USCIS Compliance Documents/Directives Appendix A - Scanner Requirements 1. RFI Announcement This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential respondent's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Interested vendors responding to this RFI may provide capability information for any pieces of this requirement or for an entire solution. Respondents will not be notified of any results derived from a review of the information provided; however information gathered may be utilized for technical and acquisition purposes. The U.S. Government will not pay for any costs associated with such demonstration(s) of any software products. Using information derived from this RFI, and as budgetary concerns allow, a solicitation of either full implementation of the RFI's evaluated recommendations or a deductive alternate of that recommendation, may ensue. This RFI is sought to accumulate the best and latest information on products, solutions and services that could meet USCIS's requirements. The NAICS Code 334118 size standard 1,000 employees shall apply to this RFI as defined in the NAICS Manual. This RFI will be open from the date of release for 30 calendar days with the possibility after review and evaluation; a new solicitation may be released. This RFI is requested of companies currently involved in the market place where these services/products are available and in production. 2. Background The Department of Homeland Security, United States Citizenship and Immigration Service (USCIS) is conducting research for scanning devices for use in digitizing A-files through a Scan on Demand Application (SODA) at the National Records Center, located in Lees Summit, Missouri. The Scan on Demand application enables the provision of digitized versions of documents/files upon request. Scanning devices are required to convert the paper documents into digitized images. Various types of scanners are needed for the three major categories of scanning to be performed; production medium-duty scanners address the need for devices capable of rapid response; auxiliary scanners address the need for scanning items not addressed by the productions scanners. Auxiliary scanners enable multiple staff to perform the more labor intensive aspects of scanning in parallel, thus maintaining the overall desired levels of production. Backup scanners will be required to ensure minimal loss of down-time in the event either device is in need of repair or replacement. 3. Background The purpose or this document is to present the requirements for scanner hardware, software, services and maintenance. This section will present the description for the following: • Production Scanners: High volume production scanners that will be the primary equipment used on the project. (Quantity: Minimum of 2 - primary and backup) • Image Processing Software - Workstation driver software to provide preprocessing of images for input into the Captiva Document management system. In 2013, 2,981,479 pages were scanned; it can be assumed that the volume will remain consistent. 4. Relevant DHS/USCIS Compliance Any recommended solution, must meet the DHS established department-wide IT security program standards based on the following Executive Orders (EO), public laws, and national policies as identified in Appendix B of this document. 5. Response Instructions Interested parties should provide the following information: A. Description of Solution - Provide the following information regarding the solution that meets the needs stated in Appendix A. • Identify the products (hardware and software) and tools appropriate for meeting the functional needs/features presented in Appendix A, identifying components of the solution that are based on open source technologies. • Describe any 3rd party tools required for the solution. • Provide a notional architecture(s) for the recommended solution showing hardware and software. • Provide supporting technical literature on any solution provided. • Indicate if the solution is an air fed document scanner or a belt fed scanner. B. Services - Describe services that are available and/or required to support the implementation and on-going support of the solution. For example, system integration/implementation, operations and maintenance, training, and etc. C. On-Site Support - Describe the options for on-site support; emergency and preventative maintenance, including relationships with vendors in or near the delivery location. D. Yearly Maintenance Options - Describe the scope of yearly maintenance for all hardware/software products. E. Power Requirements - Identify any power requirements that will be necessary to support the scanners and associated components. F. Warranties - Describe the warranties for the various components described for the solution and any information on replacement equipment. G. Lease vs. Purchase - Describe alternative lease or buy options for procurement of the production scanners. H. Vendor Experiences - Vendors should provide references for at least two production clients operating for a minimum of 18 months in an environment similar to USCIS. As part of the identification of these references please include a brief description of the work performed and how it is similar to the USCIS environment, including the number of users and transactions processed. I. Requirements Checklist - Complete the checklist in Appendix A by indicating if the solution meets the need (Yes/No). The requirements are broken down into two sections for each type of scanner. The first section contains requirements that must be met and the second section contains features that are desirable, but not mandatory. The last section addresses requirements for the image processing software referenced in the scanner requirements. A column has been added for comments/questions. 6. Questions & Answers Questions regarding this RFI shall ONLY be submitted via email to the POC listed in this RFI.
