- Description : COP/PAD Consultant USAID/Southern Africa (SA) is seeking the services of a consultant for six months to assist with ongoing needs in the Mission’s Health Office (HO). The assignment will focus primarily on two time bound activities: (1) technical, management, and administrative support for USAID South Africa’s Country Operational Plan FY2015 (COP15) submission, due May 1, 2015; and (2) subsequently, assistance in the drafting and editing of the Project Appraisal Document (PAD) for South Africa. Major duties and responsibilities: · Become familiar with the COP 2015 guidance and technical priorities. Work with the Strategic Information (SI) team to draw from the PEPFAR Secretariat calendar of activities to develop a team calendar and tasks along with deadlines to complete COP15. Work closely with the inter-agency technical and SI teams and activity managers to determine priorities for PEPFAR investment based upon review of any patient population data, HTC yield analysis, GIS mapping information and current epidemiological data. Work with the USAID’s HO team leaders and activity mangers to ensure target setting for implementing partners are done correctly and is consistent with COP15 requirements. Assist PEPFAR Team with completing site yield analysis and volume analysis, efficiency analysis, outlier analysis and resource projections. Assist the team with budgeting, drafting and editing all narratives so they are consistent; this may require working with the inter-agency technical team leads. Work with the SI team and USAID COP Coordinator to ensure deadlines are met. Other duties as assigned to support key actions within the HO related to the COP process and its follow up (including preparation for the formal review by OGAC scheduled for late June). After COP completion and submission, review ADS 201.3.16.4 and all relevant Mission Orders, in order to develop draft and final PAD documents for South Africa, using content from the COP.
