Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Nanoscale Science and Technology (CNST), intends to negotiate on a sole source basis with Carl Zeiss Microscopy, LLC., located in Thornwood, NY, under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The CNST Nano Lab has initiated a research project to develop measurement methods and instruments based on optical microscopy to image and track the motion of nanoparticles, fluorescent molecules, and other nanoscale objects. This CNST research project, which depends heavily on microscopy capability, makes use of a dedicated laboratory which is currently equipped with four Carl Zeiss Microscopy (CZM) microscope systems. These existing CZM microscope systems have been assembled from a variety of proprietary CZM components that are not, in general, interchangeable or compatible with commercial off the-shelf components or systems from other microscope manufacturers. After acquisition of these microscope systems, CNST researchers have extensively trained over many months to understand, configure, and reconfigure these CZM microscope systems. In addition, CNST researchers have laboriously calibrated over many months a variety of existing CZM microscope components to perform quantitative microscopy with the assembled microscope systems. Importantly, such microscopy systems require flexible configurations of calibrated components, with the ability to reconfigure each microscope system with the new hardware without losing critical calibration information to provide quantitative measurement capabilities that evolve over time. The existing CZM microscope systems are absolutely essential to the new project, but require some equipment upgrades. NIST intends to upgrade the existing systems through the acquisition of additional scientific cameras, control systems and optical hardware which will include the purchase of the following: - Scientific Complimentary-Metal-Oxide-Semiconductor (CMOS) Camera - Control System and Data Acquisition Computer - Objective Lenses - Fluorescence Filters and Holders The system design, assembly and service shall be completed by factory authorized CZM technicians. CZM does not license others to utilize their propriety designs. As a result, Carl CZM Microscopy, LLC is uniquely qualified to provide the required microscope system upgrades. The NAICS Code is 333314 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
