- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Design-build to Repair BEQ Bldg. 1210, Camp Kinser, Okinawa, Japan. This project is to renovate Building 1210 by replacing and upgrading all architectural, mechanical, electrical, civil and structural systems as follows: a. Architectural work shall consist of replacing all interior finishes and interior construction, all required exterior enclosure and shell systems and roofing systems including converting 2 bedrooms to accommodate handicap room and provision of handicap accessibility for wounded warrior/handicap person. Specifically replacement of all interior and exterior doors and frames including remove and reinstall exist CAC card lockset system. Replacement of all wood and laminates for wardrobe closet doors and drawers and replacement of all lavatory/vanities, medicine cabinets, toilet accessories. Replacement of all the ceiling tile and vinyl floor tile (Mastic of baseboard and VFT might be contained asbestos. See Part 6 for asbestos test report) and paint interior and exterior surfaces. The work also is to renovate existing lounges into new Theme Lounges. These theme lounges are to provide Exercise Room at First Floor, Kitchenette at Second Floor; Entertainment Room at Third Floor; and Study Room for Fourth Floor. Furniture and equipment for Theme Lounges will be provided by the Base Supply. b. Mechanical work shall consist of replacing entire air conditioning system and convert bedroom to accommodate additional (1 total) air handling unit for dedicated outside air. Replace entire ventilation system, entire hot and cold domestic water lines including all equipment in mechanical rooms, all plumbing fixtures and bathroom fixtures, entire drain, waste and vent piping leading to the main lines or manholes. Current HVAC system does not eliminate condensation and high humidity problems and this shall solve these current issues. Upgrade laundry rooms to accommodate the required Government furnished stackable washer/dryers. Replace entire heating and hot water system including boilers, hot water generator storage tank, circulation pumps, fuel lines, fuel oil tank and all associated items. Remove existing standpipe and fire hose system but not limited to removal of the electric drive fire pump, roof mounted water tank and etc. Provide new wet type sprinkler system that will provide coverage throughout 100% of the building except for bathrooms, clothes closets and linen closets in accordance with NFPA 13R. Provide compete dewatering, drying and cleaning of the existing underground fire reserve tank. Block-off and seal tank manhole and all existing penetrations. Provide a complete direct digital control (DDC) system for the facility and shall have capacity to link to base UMCS with BAC-net compatible DDC system. c. Electrical work shall consist of replacing all electrical system including but not limited to interior and exterior distribution system, lighting fixtures including motion new sensors/photocell switch for common areas such as hallways, lounges, laundry and other required rooms, fire alarm and mass notification system, communication system (Telephone, LAN, CATV) and transformer including but not limited to outside cable plan, and combine MNS/Fire alarm system throughout the bldg. d. Civil works shall consist of replacing all sewer, water and drain lines from the building to the individual manholes. e. Structural work shall consist of repairing all cracks and spalls located on the roofing and exterior walls. The North American Industry Classification System (NAICS) Code is 236118. Estimated cost range is between $5,000,000 and $10,000,000 (JPY519,719,500 and JPY1,039,439) Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. This solicitation is intended only for local sources which are resident and licensed to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors must be registered to do business in Japan and possess a Construction License (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or Prefectural Government and a copy of a Registration Certificate (Kaisha Tokibo Tohhon) issued by Japanese Ministry of Justice. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any Offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
