- specifications and shipping details 1. This is a combined synopsis/solicitation for commercial services- prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Part 13 and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm fixed price purchase order. 2. The solicitation number for this effort is AG-6395-S-15-0101 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). 3. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/ 4. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is being offered as a Small Business Set-Aside. The NAICS code is 325199. The small business size standard is 1,000 employees. 5. This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Plant protection and Quarantine (PPQ) Fruit fly rearing facility in Edinburg, TX to 23,920 pounds of Methyl Paraben which is used an artificial diet formula for fruit fly. The artificial diet is prepared and inoculated with fruit fly eggs, held for eight (8) days in environmental controlled rooms conducive for larval development. Methyl paraben FF grade is necessary to control the fungal load in the diet of the developing larvae over the course of eight (8) days. 6. REQUIREMENTS AND QUANTITIES: CLIN 001 Methyl Paraben, FF Grade, CAS# 99-76-3, per attached specifications 23,920 lbs, shipped in 434 drums or bags. Price per pound = _________ (23,920 lbs) Total delivered Price ____________ 6. See attached for additional product specifications, testing requirements and shipment receiving requirements. 7. The Methyl Paraben shall be delivered in four shipments FOB Destination to the following addresses: USDA Mexican Fruit Fly Rearing Facility Moore Air Base, Main Facility Management Services Warehouse 22675 North Moorefield Road Edinburg, TX 78541 1st Delivery - 134 drums on approximately two weeks of award. 2nd Delivery - 100 drums on approximately July 31, 2015 3rd Delivery - 100 drums on approximately October 31, 2015 4th Delivery - 100 drums on approximately January 31, 2016 8. The provision at 52.212-1 Instructions to Offerors - Commercial (April 2014) applies to this solicitation. 9. Award will be made to the responsible offeror whose quote conforming to this combined synopsis/solicitation will be lowest priced technical acceptable quote. Technical acceptance will be determined by the product meeting the attached specifications. 10. The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall either complete the on-line Offeror Representations and Certifications www.SAM.gov or return a completed copy of the Offeror Representations and Certifications with their quotation. 11. The clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition. 12. No. 112-55, Division A, as amended and/or subsequently enacted, regarding corporate felony convictions and corporate federal tax delinquencies. (b) If the awardee fails to comply with these provisions, APHIS may terminate this contract for default and may recover any funds the awardee has received in violation of sections 738 or 739, as amended and/or subsequently enacted. 13.
