- This is a SOURCES SOUGHT SYNOPSIS and is not a presolicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The Northwest Fisheries Science Center (NWFSC), of the National Marine Fisheries Service (NMFS or NOAA-Fisheries), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship of living marine resources. A major objective in NOAA fishery management is to provide commercial and recreational access to productive fish stocks while also protecting weak stocks. NOAA management tools include effort restrictions, time and area closures, and catch quotas, based on knowledge of fish stock distributions, encounter rates, and population dynamics. Salmon in the Pacific Northwest exhibit stock-specific migration patterns but are harvested in the ocean as large mixed-stock aggregates. NWFSC now routinely exploits genetic methods to identify the stock of origin of individual fish and to independently verify and augment Coded-Wire-Tag models that are currently used to regulate harvest. Genetically, every fish is marked and can be sampled non-lethally, opening significant opportunities in both harvest management and monitoring of ESA-listed stocks. The first step in this mathematical modeling exercise is to obtain tissue samples (fin clips) from the fishery and characterize them genetically. This contract will provide NMFS the means for collecting these tissue samples that form the foundation of this class of studies. Obtaining these tissue samples is essential to NOAA's ability to independently verify the CWT models that help allocate and regulate the North-of-Falcon, Chinook salmon, commercial troll fishery. This contract will require the following products and services: 1) collection of Chinook salmon tissue samples that are statistically representative of the Washington State commercial troll fishery, 2) compilation of collection data, and 3) delivery of samples and data to NWFSC for analysis. The vendor shall meet the following requirements: 1. The vendor must have sufficient sampling infrastructure to cover expected landings (i.e., to ports in management Areas 2, 3 and 4). 2. The vendor must demonstrate sufficient familiarity with statistical sample design to provide spatially and temporally distributed samples that are statistically representative of the fish actually harvested in the fishery. 3. The vendor will have the ability to work with fishers to provide training in sample collection and data recording and will control the weekly rate of sampling to achieve the goals of Section 4.2. Deliverables Specifically, the vendor will provide the following products and services to assist in addressing NOAA's objectives. Sample collection a. Chinook salmon fin clip tissue samples and collection data from the 2014 fisheries in state fishery management Areas 2, 3, and 4 off the Washington Coast (up to a maximum of 2,595 samples). b. Tissue samples will be approximately 1 cm2 in size, taken from a rayed fin, preserved by folding into laboratory filter paper, and placed in a bar-coded coin envelope. c. Collection data will include the bar code of the coin envelope, vessel name, location (5-digit decimal degrees, WGS84 format), date, time, length, and mark status. d. Tissue samples and collection data will be delivered to NWFSC for genetic analysis as they become available but no later than the end of the Period of Performance (Section 7.2). The North American Industry Classification Code (NAICS) is 541690 with a size standard of $14.0 M. Interested firms must supply complete information, i.e. description, specifications, pictures, drawings and or brochures of products being offered meeting the requirements herein. Vendor must include your firm's name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, and so forth. Any response that does not include this information will not be considered. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All contractors doing business with the Government are required to be registered with the System for Award Management (SAM).
