Description
NASA Johnson Space Center (JSC) plans to conduct an Industry Day overview of the Human Resources Integrated Professional Services (HRIPS) Contract. The presentation for Industry Day will be held via WebEx/teleconference from 9:00 am to 11:00 am (CDT) on Wednesday, April 29, 2015. The Government will also provide one-on-one communication opportunities which can be scheduled from 1:00 pm to 4:00 pm (CDT) on Wednesday, April 29, 2015, and from 9:00 am to 3:00 pm (CDT) on Thursday, April 30, 2015. One-on-one meetings will not exceed 30 minutes in length and attendance is limited to four participants from each company. Scheduling of one-on-one appointment times will be on a first-come, first-serve basis. Please RSVP by April 24, 2015, by 12:00 noon (CDT). (Instructions are below.) Please specify face to face or teleconference with your RSVP. The HRIPS contract provides human resources technical, analytical, consulting, administrative, and data maintenance support in the areas of management, operations and training and development supporting the Human Resources Office (HRO) of NASA JSC. The activities include but not limited to support to internal and external hiring, general staffing support, organizational development, training needs assessments, center-wide curriculum planning and coordination, training vendor research and contact, center and agency development programs, Safety Learning Center, Engineering Academy, astronaut selection and training, NASA college scholarship program. Awards and recognition, workforce planning and analysis, HR systems, HR policies, HR written products, recruiting, Pathways program, expatriate program, Senior Executive Services, position classification, employee and labor relations, inclusion and innovation activities, performance management and StarPort operations. The primary work areas for this contact are at the NASA Johnson Space Center which includes: Sonny Carter Training Facility (SCTF) Ellington Field, the White Sands Test Facility (WSTF), Las Cruces, New Mexico, and other local NASA-provided operating locations that may be determined subsequent to contract award. The current version of the Statement of Work (SOW) for the HRMODSS contract, NNJ11JA01B, is provided on the HRIPS website at http://procurement.jsc.nasa.gov/hrips/. An on-line technical library for the HRIPS procurement is also available via the HRIPS website. It is the potential offerors responsibility to monitor the website for any future updates. HRIPS WEBEX INDUSTRY DAY: HRIPS WebEx Industry Day is open to firms that are interested in pursuing contracting opportunities on the HRIPS procurement. To be able to access the HRIPS WebEx Industry Day, please email Chrystal D. Nevels, Contracting Officer at chrystal.d.nevels@nasa.gov. Your email must include the following: 1. Subject line: HRIPS WebEx Industry Day RSVP 2. Companys name and address. 3. The companys Points of Contact (POCs) names, telephone numbers, and email addresses. 4. NASA intends to post all attendees in the interested parties list. If you wish not to be included on the list, you must indicate that your firm does not want to be included. A confirmation email will be sent to acknowledge your reservation and provide further instructions on how to join the WebEx. Questions will be allowed at the end of the WebEx presentation. GOALS: 1. Provide information on the current HRMODSS contract. 2. Provide information on the HRIPS vision. 3. Promote competition on the potential HRIPS acquisition. 4. Share the Governments current vision for the Human Resources Directorate pertaining to the current contract. 5. Provide industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the HRIPS procurement strategy. 6. Allow NASA/JSC to better utilize industry input to assist in the development of a future Request for Proposal (RFP) for the HRIPS procurement. Industry Day is open to all firms that are interested in pursuing contracting/subcontracting opportunities on the HRIPS effort whether they have performed work at JSC or not. All interested parties are encouraged to participate in the WebEx. ONE-ON-ONE MEETINGS: To facilitate interactive communications with industry, NASA personnel will also be available for private meetings in person or via teleconference with individual companies in conjunction with Industry Day. The purpose of these meetings is to provide industry with the opportunity to better understand the existing requirements under the HRMODSS and to allow industry an opportunity to provide input related to the HRIPS procurement. The meetings are intended to be question and answer sessions in which neither side will be making a formal presentation. Any company may request a one-on-one meeting. One-on-one meetings can be either in person or via teleconference. The meetings will not exceed 30 minutes in length and attendance is limited to four participants. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 40 minutes between 1:00 pm and 4:00 pm (CDT) on April 29, 2015 and 9:00 am to 3:00 pm (CDT) on April 30, 2015. No photographic or recording devices are permitted during the Industry Day presentation or one-on-one meetings. Guidance for conduct during the one-on-one communications is attached to this posting as Attachment 1: One-on-One Communications with Industry Guidance. SIGN-UP REQUIREMENT: To schedule a one-on-one appointment, please email Chrystal D. Nevels, Contracting Officer at chrystal.d.nevels@nasa.gov. Your one-on-one RSVP email must include the following: 1. Subject line: HRIPS One-on-One RSVP 2. Companys name and address. 3. The companys Points of Contact (POCs) names, telephone numbers,email addresses, and indicate whether the attendee(s)are foreign nationals, unbadged U.S. Citizens or are currently NASA badged. 4. The email RSVP must explicitly state each of the companys attendees names and titles (limited to four) that intend to attend the one-on-one meetings. Any special time requests, with justification, will only be accommodated as practical. This information applies for teleconference and in-person one-on-one meetings. 5. Please state whether you prefer to hold the one-on-one meeting in person or by teleconference. In order to participate in the one-on-one in person your firm must RSVP and a badge is required. Email reservations for the one-on-one meetings must be received no later than 12:00 noon (CDT) on April 24, 2015. A confirmation email will be sent to acknowledge your reservation and scheduled time. Scheduling of appointment times will be on a first-come, first-served basis. Additional meeting times will be arranged as soon as practical should the number of firms requesting meetings exceed the time times available on April 29 and April 30, 2015. DIRECTIONS TO THE ISS CONFERENCE FACILITY CENTER: Traveling North or South on Interstate Highway 45: Take Interstate Highway 45 to NASA Road One/NASA Parkway. Travel east on NASA Parkway to Saturn Drive. Turn right (South) on Saturn Drive to Space Park Drive.Turn left (East) at Space Park Drive. ISS Conference Facility is approximately one block down on the right (South) side at 1800 Space Park Drive. Traveling West from Clear Lake, Seabrook, Kemah: Take NASA Rd. 1 (NASA Parkway) West toward the Johnson Space Center. Turn left (South) on Saturn Drive to Space Park Drive. Turn left (East) at Space Park Drive. ISS Conference Facility is approximately one block down on the right (South) side at 1800 Space Park Drive. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS).
