HSCGG1-15-B-WIRINGMICHEL REPLACE ELECTRICAL WIRING FOR BRANCH CIRCUITS AND COMPUTER AND DATA LINES IN MICHEL HALL, USCG ACADEMY, NEW LONDON, CT (NEW LONDON COUNTY) PROJECT #6005225 SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a Small Business Size Standard of $15.0 Million. The estimated value of the procurement is between $500,000.00 and $1,000,000.00. Bid, payment and performance bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, capability and bonding capacity to provide construction services required to remove and replace all branch circuit wiring and data/telecommunications cabling and associated equipment throughout Michel Hall, the U.S. Coast Guard Academy Clinic. Due to the constant use of this facility, the work performed will need to be scheduled in phases and temporary facilities may need to be provided. In addition, Michel Hall is considered a high profile area aesthetics will be a key part of the re-circuiting. The clinic has four floors with 1 basement area. Currently there are 29 - 42 circuit panels to be re-circuited. Wire sizes range from 12awg to 2awg. The cabling will be routed through a cable tray from a local data/telecommunications cabinet with patch panels located on the basement, second and third floors. Cabling on the first floor will come from local racks with patch panels. The telephone system serving the building will require a new 200 pair cable routed from Hamilton Hall and terminations on the associated 110 fused blocks to be installed in Hamilton Hall basement and Michel Hall on the main telephone terminal board located on the first floor. The overall performance period for this project is 10 months from issuance of Notice to Proceed. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation (if any); (c) evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals; and (d) evidence of specialized experience similar in scope and magnitude to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers and (e) a positive statement of intent to perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Your response is required no later than 24 APRIL 2015. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
