Description
INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Leica Microsystmes, Inc Confocal imaging single vesicle system with installation and warranty without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 500 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 dated March 2, 2015. This acquisition is conducted under the procedures as prescribed in FAR subpart 12-Acquisition of Commercial Items at an amount exceeding the simplified acquisition threshold ($150,000) and not exceeding $6.5 million. STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). DESCRIPTION OF REQUIREMENT Purpose and Objectives National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The Synaptic Transmission Section is requesting a Leica TCS SP8 spectral confocal system. This item is for imaging single synaptic vesicle fusion and fission in live cultured neurons at high sensitivity, speed, resolution, contrast and confocality. The microscope must have the ability to be upgraded to a unique super-resolution (stimulated emission depletion (STED). Period of Performance Delivery is required within 30 days from notice of award. Project Description The Contractor must be able to provide the following: Microscope specifications: •Two Internal Detect Tandem scanner 8 kHz (to allow fast scanning) •Two Internal Detector Channels (PMT), one Internal Detector Channel (HyD)- to detect dim flurescent molecules •Two laser line: 488 nm and 552 nm- to excite molecules •High speed resonant scanning including: oOptical outfit EL600 oTransmitted light brightfield oScan optics module HIVIS no rotation oWorkstation, 30 inch monitor -Installation -One year warranty CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Leica Microsystmes, Inc. is capable of meeting the needs of this requirement due to data standardization requirements. The microscope is the only confocal microscope that provides the ability to upgrade to STED super-resolution imaging, which is atticpated to be a future aim of the lab. It provides the highest speed of 400 Hz that no other microscope can match in live cell imagings and detect dim fluorescence with the sensitive Leica HyD detector. The intended source is: Leica Microsystems 1700 LEIDER LN BUFFALO GROVE, IL, 60089-6622, UNITED STATES CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
