- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-81. The NAICS code is 541511 and the size standard is 500 employees. This is a Request for Quote (RFQ) and the solicitation number is HSHQDC-15-Q-00134. It is the intent of the government to award a Firm Fixed Price contract from this solicitation. All interested parties must quote on all items. Award will be made to the lowest price technically acceptable, responsible quoter. To be technically acceptable, the items being quoted must meet or exceed the salient characteristics listed in the requirements below. Background: The Department of Homeland Security, Office of Intelligence & Analysis, Homeland Counterterrorism Division (HCTD) uses valid and complete airline flight schedules to identify trends and patterns related to aviation security. To that end, HCTD requires data access and commercial off-the-shelf (COTS) software tools (one user) to view worldwide historical, current, and future air travel schedules with the functionality to customize and retain queries related to the analysis of these data to support the DHS counterterrorism and aviation security mission. (a) Requirement: The Department of Homeland Security has a requirement to purchase a one year and four one year option subscriptions for flight data and commercial off the shelf software tools to view worldwide historical, current and future air travel schedules with the functionality to customize and retain queries to support the DHS counterterrorism and aviation security mission. Objective: Intelligence and Analysis's (I&A) objective is to access scheduled flight data so that I&A analysts can track trends and changes in commercial airline schedules, routes, frequencies and capacity for the current month beginning May 2015, one year in the future, and ten years in the past. Period of Performance: The period of performance is a one year base period of performance and four (4) one-year option periods thereafter: The base period of performance will start at the date of award and all option years will be adjusted accordingly. Base Year: 12 months from date of contract award Option 1: 12 months from date date of the base period Option 2: 12 months from Option Period 1 Option 3: 12 months from Option Period 2 Option 4: 12 months from Option Period 3 Place of Performance: The user will access the data and search tools online. Scope of Work: The contractor shall provide access to comprehensive worldwide flight data, refreshed at least weekly, and the analytic tools to process the data and draw conclusions relevant to I&A's mission. Data and tools must be user friendly and designed to allow users to manipulate, analyze, and easily draw conclusions from the data. Specific Tasks: The contractor will provide comprehensive worldwide flight data access that is all inclusive of the following:  Software and comprehensive worldwide flight data refreshed weekly-or more frequently-for one user.  Access to, and the ability to manipulate, comprehensive worldwide flight data for the present, one year in the future, and ten years in the past.  Custom search capability with the flexibility to include search criteria for the available fields in the data set.  Capability to pull scheduled flight data by day, by week, by month, and by year.  Ability to display only one record for a code share flight, while retaining the capability to see the other flight numbers if the user chooses to do so.  Export capability into Excel format  Commercially reasonable assurances that quality control processes/procedures are in place to ensure accuracy of the data in the database to include airline names, codes, airport codes, and completeness of data related to airlines operating worldwide, including new and low volume foreign airlines.  Commercially reasonable assurances that quality control processes/procedures are in place to verify the accuracy of the data received from the airline before the data are published in the database.  Real-time customer support during business hours and multiple fallback levels of customer support.  User guide or help functionality for the software tool to enable self-education on the tool's functionality and resolve technical problems if an issue occurs when customer support is unavailable.  Publicly available training schedule from the source company on how to use the tool.  Capability to provide service at the date of delivery in order for the Government to support a mission critical initiative. Deliverables  Scheduled flight data and analytic tools are due at contract award  User Guide due 24 hours after contract award  List of publicly available training and an outline of the training that is available 30 days after contract award  All invoices will be submitted to the designated Contracting Officer Representative (COR) by the 15th of each month. Documentation: Queries and analysis of worldwide historical, current, and future air travel schedules will become property of the Government. Security Requirements: The data will be accessed online using the unclassified server. Warranty Availability: No warranty is known to be available for this type of software, although the Government does require customer support in the event issues with the software emerge with the online subscription. Please be advised that the Government will treat proposals received after the deadline as late in accordance with FAR 52.212-1(f). Quotes submitted orally will not be accepted. The quoter must include discount terms, delivery date, tax identification number, cage code, and DUNS number. To be eligible to receive an award resulting from this RFQ, quoters must be registered in the SAM (System for Award Management) Database. To register, please apply via the Internet at www.sam.gov or calling 1-866-606-8220. Quoters must complete the Representations and Certifications in the SAM database at https://www.sam.gov. Quotes should also include the following: 1) The solicitation number 2)The time specified in the solicitation for receipt of quotes; 3) The name, address, and telephone number of the quoter; 4) Provide the unit price and total price for each of the CLINs identified above; 5) Demonstrated commitment to meet the delivery schedule; 6) Terms of any express warranty; 7) Price and any discount terms; 8) "Remit to" address, if different than mailing address; 9) A completed copy of the representations and certifications at FAR 52.212-3, downloaded from web site https://www.sam.gov; 10) Acknowledgement of Solicitation Amendments (if applicable); 11) Include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitations. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitations may be excluded from consideration. (c) Period of Acceptance of Quotes The quoter agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in the solicitation. (d) Late Submissions, Modifications, Revisions and Withdrawals of Quotes (1) Quoters are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due. (2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and- (A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or (B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or (C) If this solicitation is a request for proposals, it was the only proposal received. (ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted. (3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. (4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. (5) Quotes may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile quotes, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of quotes, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by a quoter or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the quote. (e) Contract Award The Government intends to evaluate quotes and award a contract without discussions with quoters. Therefore, the quoter's initial quote should contain the quoter's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received. (f) Data Universal Numbering System (DUNS) Number The quoter shall enter, in the block with its name and address on the cover page of its quote, the annotation "DUNS" or "DUNS+4" followed by the DUNS or DUNS+4 number that identifies the quoter's name and address. The DUNS+4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the quoter to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the quoter does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. A quoter within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. A quoter located outside the United States must contact the local Dun and Bradstreet office for a DUNS number. The quoter should indicate that it is a quoter for a Government contract when contacting the local Dun and Bradstreet office. (g) System for Award Management Unless exempted by an addendum to this solicitation, by submission of an quote, the quoter acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Quoter does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Quoter. Quoters may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov. (h) Debriefing If a post-award debriefing is given to requesting quoters, the Government shall disclose the following information, if applicable: (1) The agency's evaluation of the significant weak or deficient factors in the debriefed quoter's quote. (2) The overall evaluated cost or price and technical rating of the successful and the debriefed quoter and past performance information on the debriefed quoters. (3) The overall ranking of all quoters, when any ranking was developed by the agency during source selection. (4) A summary of the rationale for award; (5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror. (6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.
