Description
The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the construction of the River Chamber Completion at Charleroi Locks and Dam, Monongahela River, PA. The major features of the requirement are identified below: 1.Middle Wall Monoliths M-1 to M-21. Construction consists of building steel cofferboxes in order to construct the new reinforced concrete Middle Wall that is approximately 835 feet by 35 feet in plan. Construction of the Middle Wall is to be performed using a combination of in-the-wet and in-the-dry construction methods. The lock wall monoliths will be built using a combination of tremie concrete and cast-in-place concrete within a cofferbox. Construction of the lock wall involves underwater excavation of both soil and rock; heavy lifting and placement of sheet piles, king piles and associated steel waler and strut installation for cofferbox construction from a floating plant; and installation of 72 inches diameter drilled shaft foundations that are constructed in-the-wet. 2.Middle Wall Control Tower and Shelter Buildings. Construction of one Control Tower and two Shelter Buildings is required. The Control Tower is approximately 30 feet by 20 feet in plan, and approximately 80 feet tall. The Shelter Buildings are each approximately 15 feet by 12 feet in plan, and approximately 25 feet tall. All building construction consists of cast-in-place reinforced concrete that will be constructed in-the-dry. 3.Secant Pile Wall. The Secant Pile Wall is approximately 600 feet long. The wall consists of a series of drilled rock sockets approximately 3 feet in diameter, that are backfilled with tremie concrete and heavy steel wide flange sections. Construction of the Secant Wall is to be performed in-the-wet. 4.Cofferdam Cells. Construction and removal of the temporary cofferdam system consists of two large diameter sheet pile cells, two small diameter sheet pile cells, and three intermediate sheet pile cells that are formed by arcs between the large diameter cells. The large diameter cells are each approximately 65 feet in diameter, the small diameter cells are each approximately 25 feet in diameter, and each of the intermediate cells are approximately 20 feet wide. 5.Heavy Demolition. Demolition items include the existing Original River Wall, existing downstream closure cell, existing wall closure, and the removal of various items within the existing Land Chamber in preparation for closure. Both in-the-wet and in-the-dry demolition is required. 6.Service Bridge (Footbridge). Installation of a new section of the service bridge (footbridge) is required. The new footbridge is approximately 260 feet long and consists of fabricated steel plate girders. 7.Various Cast-In-Place Reinforced Concrete. Items include bulkhead and miter sills, lock floor culverts, lock floor slab, River Wall top lifts and wall facing, and storage foundations. These items will be constructed in-the-dry. 8.Mechanical and Electrical. The contract requires substantial installation of various mechanical and electrical items within the lock walls and building systems. 9.Full lock functionality and testing of the mechanical and electrical systems. 10.Guide Wall Stabilization. Stabilizing of the existing Lower Guide Wall is required. Construction includes soil excavation and placement of large riprap stone berms. Both in-the-wet and in-the-dry construction is required. 11.Closure of the Existing Land Chamber. After completion of the new River Chamber, the existing Land Chamber will be closed. The closure requires construction of three large diameter sheet pile cells, one small diameter sheet pile cell, and five intermediate sheet pile cells that are formed by arcs between the large diameter cells. The large diameter cells are each approximately 50 feet in diameter, the small diameter cell is approximately 15 feet in diameter, and each of the intermediate cells are approximately 10 feet wide. 12.Heavy Marine Lifting. Several Government Furnished items are required to be transported and installed with use of a floating plant. Some items require heavy lifting including steel miter gates, Guard Wall precast concrete box beam and shaft enclosure, steel lock and valve bulkheads, steel culvert liners, and steel floating mooring bitts. Construction work will occur in close proximity to waterway traffic. The existing landside lock chamber is currently operated 24 hours a day, 7 days a week. Maintaining unimpeded access (to the extent possible under this contract) of this facility to waterway traffic and maintaining stability of the existing middle wall are underlying goals of this contract. Environmental protection will include requirements to remain in compliance with the NPDES permitting at both VH and the Concrete Batch Plant. Operation and maintenance of the Government owned Concrete Batch Plant, concrete delivery system, and ancillary items will be required. Maintenance of the batch plant will include repair and/or replacement of various items necessary for continued operation of the plant. Disposal of suitable excavated materials and concrete rubble without embedded ferrous material will be required. The offloading area at Victory Hollow (VH), approximately 7 miles downstream of Charleroi Locks and Dam, will be utilized to stockpile and dispose of the suitable materials from the construction activities. Ferrous and other construction waste material will be disposed at a commercially permitted facility licensed to accept the waste or recycled if applicable Overlapping contract work - A portion of the new middle wall M22-M27 is being constructed concurrently with the River Chamber completion contract. The overlap will be incorporated into the River Chamber Completion Contract as follows: Concrete - While the M22-M27 contract is ongoing, all concrete will be produced by the M22-M27 contractor. As such, the concrete for the subject contract will be provided as Government Furnished Material and the contractor will only be paid costs associated with transporting and placing the concrete. After the M22-M27 contract is complete, the contractor will take over operation and maintenance of the Government owned Concrete Batch Plant, concrete delivery system, and ancillary items. The contractor will also be responsible for maintenance of the batch plant to include repair and/or replacement of various items necessary for continued operation of the plant. It is anticipated the contract documents will be structured using a base contract and multiple awardable options for various features of the project. At the end of the contract, a single fully operational 84 ft by 720 ft lock chamber will occur. The magnitude of the project is between $250,000,000 and $500,000,000. This procurement will be advertised on an Unrestricted basis. The Invitation for Bid (IFB) will be issued approximately June 5, 2015 online only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored.
