Description
This amendment is to reflect the change in the centrifuge model. The National Cancer Institute (NCI), Center for Cancer Research (CCR), Lab of Cell Biology (LCB) intends to procure the Brand Name or Equal Sorvall WX80 Plus Ultracentrifuge and the Rotor ULTRA F37L-8X100 EA Rotor, Fixed-Angle to include on-site installation, user training, toll-free technical support, and one year comprehensive (parts and labor) warranty. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC52564-24 includes all applicable provisions and clauses in effect through FAR FAC 2005-69 (March 2015) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. I. Description of Requirement The Laboratory of Cell Biology (LCB) studies the processing, transport, and metabolism of proteins and small molecules related to malignant transformation, metastasis, and multidrug resistance in cancer. The principal investigators of the laboratory, who are experts in molecular biology, genetics, biochemistry, structural biology, cellular regulation of cell growth and metabolism, resistance to anticancer drugs, and the physics of cell-matrix interactions, work on research projects related to those topics. An ultracentrifuge is needed to meet the demand for high-speed centrifugation for a myriad of lab protocols and experiment performed in the LCB. The following Salient Characteristics of the Sorvall WX80 Plus Ultracentrifuge is a follows: • The Ultracentrifuge must provide centrifugation to reach maximum speeds of 80,000 RPM • The unit must be able to fit in the required space of 39.5 inches (height) by 31.1 inches (width) by 27.2 inches (depth). • The Ultracentrifuge shall provide the highest quality of separation in the shortest possible time safely and reliably as the average spin for the experiments the LCB lab performs is six to twelve hours at a time. The intent of the NCI is processing of samples using the unit will experience optimal RCFs in the shortest possible time, saving research hours. • A low deck height (85 cm) making rotor loading and unloading easy. • The whisper-quiet operation so that users can work right next to the unit without distraction. • Automatic balance compensation accelerates sample preparation, thus allowing visual sample balancing. • Energy-saving design. Software Options: • Software that allows the user to develop new separation protocols on a laptop or PC, and then export them to run on the Ultracentrifuge. The software will provide comprehensive help and troubleshooting support. • Software will allow users to set run parameters and convert run values • Software will calculate k-factors, pelleting times, de-rating speeds, molecular masses, s-value conversions and crystallization times. • The Software will have an automatic RCF/RPM mode, that allows the user to set runs to a maximum speed or to a desired ‘g' force. No protocol conversion should be necessary. • Saves time and steps by creating and storing up to 20 programs into memory in RPM or RCF mode, along with user ID and comments. • Key specifications for rotors are stored in memory, and these specifications can conveniently be recalled and viewed on the color display screen. II. Delivery: Contractor shall deliver the item(s) within 30 days after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer's Representative (COR) to schedule the delivery. III. Payment: Payment shall be made after delivery and acceptance of the COR. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: April 20, 2015 PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. FAR clause 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (APR 2014); 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014): The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quote. The Government reserves the right to make an award without discussions.
