- This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. A response to this sources sought notice will not be considered an adequate response to any forthcoming solicitation announcement. The Defense Logistics Agency, DLA Contracting Services Office - Columbus (DCSO-C) is seeking sources for a potential 100 percent set aside for small business concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. Title/Description: Center Wide Taxi and Shuttle Service for the Defense Supply Center, Columbus, Ohio The Defense Logistics Agency, DLA Contracting Services Office - Columbus (DCSO-C) intends to award a contract with a base year and up to two (2) one year options in support of this requirement. The contract period is anticipated to be a base year beginning on September 1, 2015 to 31 August 2016, and option years (if exercised) shall commence thereafter. The contract shall be invoiced on a monthly basis. Monthly services will be invoiced using fixed prices established in the contract. Special transportation requests may be priced on a supplemental agreement. Below are the technical provisions for the requirement: 4.1 SCOPE : The contractor shall provide all labor, supervision, training, vehicles, fuel, etc., necessary to provide parking lot shuttle services, center wide taxi/shuttle services and miscellaneous shuttle bus and bus services for the Defense Supply Center Columbus (DSCC). 4.2 DESCRIPTION OF WORK : 4.2.1 Building 20 North Parking Lot Shuttle Service: The contractor shall provide scheduled 24 passenger shuttle bus service from Building 20 to selected locations in the Building 20 north parking area between 0600 and 0900 hours and between 1500 and 1900 hours Monday through Friday, Federal holidays excepted. Shuttle bus shall operate continuously between designated pickup and drop off points during these periods. The length of the shuttle bus loop is approximately 0.75 miles and requires 5 to 8 minutes to complete. 4.2.2 Building 21 North Parking Lot Shuttle Service: The contractor shall provide scheduled 24 passenger shuttle bus service from Building 21 to selected locations in the Building 21 north parking area between 0600 and 0900 hours and between 1500 and 1900 hours Monday through Friday, Federal holidays excepted. Shuttle bus shall operate continuously between designated pickup and drop off points during these periods. The length of the shuttle bus loop is approximately one mile and requires 5 to 8 minutes to complete. 4.2.3 Center Wide Taxi/Shuttle Service: The contractor shall provide on-call taxi service to all buildings, gates and bus stops located within the DSCC perimeter fence. Services shall be provided between 0600 and 1900 hours Monday through Friday, Federal holidays excepted. Between 1100 and 1300 hours, the taxi/shuttle service shall transport individuals continuously between Buildings 20, 21 and 11 and the Fitness Center located in Building 27. During this period the contractor shall also continue to respond to taxi service calls. During this time taxi service calls shall have precedence. The contractor shall provide the taxi/shuttle service driver with a radio or mobile phone(s) to receive service calls. The contractor shall respond to requests for taxi service in the order they are received, unless directed otherwise by the Contracting Officer's designated representative. Unless a backlog of requests is present or the driver is assisting Individuals With Disability (IWD) as stated in paragraphs 4.2.3.1, 4.2.3.2, 4.2.3.3 or 4.2.3.4. the contractor shall respond to a request for taxi service within ten (10) minutes of receiving the call. The taxi/shuttle driver shall provide each caller an estimated time of arrival. The taxi/shuttle service vehicle shall be wheelchair accessible and shall be able to transport two wheelchairs/scooters at a time. Taxi/shuttle service vehicle shall accommodate a minimum of 24 passengers. The average daily number of requests for taxi service, to include the lunch time Fitness Center passengers is approximately 67. 4.2.3.1 Upon request from an IWD, the driver will escort the IWD to and from the building lobby and the vehicle. Expectations of contractor escort are: walk beside the IWD and advise of obstacles in the pathway to enable the IWD to travel the distance to and from the respective building lobby and the vehicle; allow the IWD to place a hand on the driver's shoulder or hold the driver's elbow to enable the IWD to travel the distance to and from the respective building lobby and the vehicle; push a wheelchair of the IWD to and from the respective building lobby and the vehicle. 4.2.3.2 Load and unload the IWD onto the vehicle: use vehicle lift to load/unload IWD using mobility assistive devices such as wheelchairs and scooters; ensure mobility assistive devices are properly locked and secured according to industry standards; may be requested to guide individuals with vision impairments to locate the shuttle door handrail and guide to vacant seats on the vehicle or inside building lobby. 4.2.3.3 Upon request from the IWD, the contractor shall enter the building and announce his/her arrival. If the contractor does not have building access, the contractor shall knock on the building exterior door. 4.2.4 Miscellaneous Transportation Services: 4.2.4.1 The contractor shall provide 24 passenger shuttle bus services of two hours or less duration on an as requested basis for both on-site and off-site trips. Total distance of each trip shall be less than 10 miles. 4.2.4.2 The contractor shall provide 24 passenger shuttle bus services of four hours or less duration on an as requested basis for both on-site and off-site trips. Total distance of each trip shall be less than 10 miles. 4.2.4.3 The contractor shall provide 44 passenger bus services of four hours or less duration on an as-requested basis for off-site trips. Total distance of each trip shall be less than 50 miles. 4.2.4.4 The contractor shall extend parking lot shuttle and taxi services beyond designated times on an as-requested basis at ½ hour intervals. 4.2.4.5 Miscellaneous transportation services shall be provided between 0600 and 1800 hours Monday through Friday, Federal holiday excepted. 4.2.4.6 All miscellaneous transportation services vehicles shall accommodate wheel chair access, if an advanced request is made. 4.3 VEHICLE REQUIREMENTS : 4.3.1 The contractor shall provide vehicles in sufficient quantities and capacities to insure all services are provided in an uninterrupted manner at all times. 4.3.2 All vehicles shall be maintained and inspected to insure proper and safe operation at all times. The contractor shall maintain service logs for all vehicles used on the project and provide the logs to the Government upon request. All vehicles shall be equipped with heating and air conditioning systems. The interior and exterior of all vehicles shall be maintained in a clean and sanitary condition at all times. The contractor shall not clean or service vehicles on Center. 4.3.3 The Government reserves the right to inspect the contractor's vehicles at any time. The Government may direct the contractor to remove from Center any improperly maintained vehicle(s). 4.4 EMPLOYEE REQUIREMENTS : 4.4.1 The contractor shall provide qualified employees in sufficient numbers to insure all contract requirements are satisfied in an uninterrupted manner at all times. 4.4.2 All vehicle operators shall be property trained and have the required state and Federal certification and licenses for the vehicle(s) being operated. The contractor shall submit copies of all applicable certifications and licenses for all vehicle operators used on this project prior to the employees starting work. 4.4.3 Contractor employees shall be identically attired in a company uniform. All vehicle operators shall present a neat, clean appearance. Contractor employees shall not eat, drink or use tobacco products while providing service. At all times contractor employees shall carry out their responsibilities in a polite, professional and competent manner. 4.4.4 The taxi/shuttle service vehicle operator shall be equipped with a device to receive customer requests for taxi service. Immediately upon award of the contract, the contractor shall provide the Government Contracting Officer's Representative (COR) with the contact information to call for taxi service. The phone shall be operational and monitored at all times service is being provided. 4.4.5 Upon award of the contract the contractor shall provide the name and telephone number of an individual(s) responsible for all Center operations. This individual(s) shall be available by telephone to Government personnel at all times services are being provided. This individual shall have the ability to contact all on-site contractor employees to resolve all job site problems and concerns. 4.4.6 The Government reserves the right to require the contractor to remove from Center any employee(s) whose actions are deemed unprofessional or unsatisfactory. 4.5 REPORTS : 4.5.1 Ridership Report: The contractor shall provide a monthly ridership report. Each report shall include a daily total of morning and afternoon ridership for each parking lot shuttle service. Each report shall include a daily total of all morning, Fitness Center and afternoon taxi ridership. The report shall also include the daily number of IWD passengers requesting assistance as stated in paragraphs 4.2.3.1, 4.2.3.2 and 4.2.3.3. The report shall be submitted within seven days of the end of each month. 4.5.2 Fuel Usage Report: The contractor shall provide a monthly fuel usage report. At the end of each month, for all vehicles used on DSCC for this contract, the contractor shall report fuel usage by type (in gallons) and total cost for fuel for each vehicle. The report shall be submitted along with the end of month invoice. The contractor shall only charge fuel costs for vehicle use performed under this contract. 4.6 SAFETY : The contractor shall submit a Safety Plan detailing operations and procedures the drivers will follow under this contract. The contractor shall submit the Safety Plan for approval within 15 days of contract award. The drivers shall operate vehicles in a safe manner at all times. Vehicle operators shall observe all Center speed limits and traffic restrictions. Vehicle operators shall yield to pedestrians in all cross walks. Contractor personnel shall not operate hand held cell phones or other hand held devices while operating vehicles. Should a hand held device ring while a vehicle is in operation, the driver shall safely stop the vehicle before answering. All wheelchairs and scooters shall be secured to the vehicle and vehicle lifts shall be operated in accordance with industry standards. 4.7 GOVERNMENT FURNISHED FACILITIES : The Government will provide the contractor with sufficient space to park all required vehicles. A small office area equipped with a desk and chair will be provided. The Government will provide custodial service for the office area. The contractor will be provided access to rest room facilities. 4.8 QUALITY CONTROL AND ASSURANCE : The contractor shall submit a site specific Quality Control Plan in sufficient detail to ensure all work performed is completed in accordance with the contract requirements. The contractor shall submit the Quality Control Plan for approval within 15 days of contract award. END OF TECHNICAL REQUIREMENTS The North American Industry Classification System (NAICS) code for this requirement is 485410 and the small business size standard is $15,000,000. Small Business contractors interested in providing proposals for this requirement should indicate interest by adding their company information to the Interested Vendors List by the closing date of this notice. No solicitation is available at this time. It is anticipated that a site visit will be arranged for prospective contractors to familiarize theirselves with the location and nature of work being required. This site visit will be established within the solicitation.
