THIS IS NOT A SOLICITATION, THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT, PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME. PERIOD OF PERFORMANCE The Period of Performance (POP) of this contract is from Date of Award through June 30, 2015. There is no option periods available under this contract. PLACE OF PERFORMANCE Services rendered under this contract shall be performed at the U.S. Census Bureau's Headquarters building in Suitland, MD. BACKGROUND The U.S. Census Bureau is the primary source of basic statistics about the population and economy of the Nations. These statistics assist the Congress, the executive branch of the Federal Government, state and local governments, the general public, and the private sector in the development and evaluation of social and economic activities. As a technical resource for the U.S. Census Bureau, the mission of the Center for Survey Measurement (CSM) is to, among other things, provide technical leadership and support in the design and conduct of research on issues related to aspects of survey design and implementation, especially those related to psychological, sociological, and anthropological factors, including questionnaire design, survey mode, survey participation, automated instruments and technologies. Consultation is needed from leading survey methodologists to design and improve the survey instruments. OBJECTIVE The purpose of this task order is to obtain the services of an expert, experienced in the field of survey research with a specialized knowledge and interest in questionnaire design, who will consult and support the conduct of research on Census Bureau survey questionnaires. SCOPE OF WORK The Contractor shall support activities related to the conduct of research on questionnaire development and evaluation. The Contractor shall provide expert review and consultation on survey methodological issues identified by the Census Bureau. The Contractor shall serve as a senior level consultant to address measurement error in survey estimates, suggest new research areas, and help ensure that the Census Bureau's research reflects the most up-to-date theories and practices. The Contractor shall participate in interpreting research results and translating results into recommendations and applications that provide clear benefits to program managers. The Contractor shall assist with the development and implementation of a research agenda that aligns with the CSM mission and portfolio and can be supported with center resources (staffing and budgets). The Census Bureau will set the priorities for the required services that are to be completed. SKILL AND RELEVANT EXPERIENCE REQUIREMENTS The Contractor shall possess the required skill levels to fulfill the requirements of this contract. Contractor shall be an expert and authority on applying theory and methods from statistical and behavioral science to improve the effectiveness of survey and census data collection, with advance level of knowledge in survey methodology, survey statistics, survey instrument design, and response and nonresponse error and modes of survey administration. Contractor shall be recognized professionally for contributions to the literature and shall have a record of publications and professional contributions to the scientific literature in the social sciences and statistics. The contractor shall have a proven track record of intellectual and technical leadership and shall have a minimum of twenty years of experience working on large complex federal surveys covering a wide range of economic and demographic topics. Capability Statements should include: (1)Demonstrate ability to perform all elements of the requirement as described in the notice. (2) A description of the organizations review and consultation on survey methodological issues, senior level consultant experience (3) Educational background and experience of its staff as well as the knowledge of the methods and techniques. (4) Interested contractors shall also provide information on types of approaches that your company deem feasible (5) Provide documentation showing your past experience providing similar services. Responses must include the following: (1) Name and Address of the Organization, (2) Business Size (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractors capability statement addressing the requirements issues listed above, (6) List of references (organizations to whom services have been previously provided to). All responses must be submitted to rhonda.m.talbert@census.gov NO LATER THAN 12:00 p.m. on April 23, 2015. THIS IS A REQUEST FOR INFORMATION (RFI) FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. RESPONSES TO THIS RFI WILL NOT BE RETURNED. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEW.
