Description
This is a SOURCES SOUGHT SYNOPSIS for the purpose of obtaining market research only. No proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, New York District, will use information obtained under this synopsis to develop an acquisition strategy to meet the requirements for the design and construction of a micro-hydroelectric generation system at Stillwell Lake at the U.S. Military Academy, West Point, NY (USMA-WP). The intent of this synopsis is to access industry's small business concerns (including Historically Underutilized Business Zone (HUB Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB)), and all small businesses under the size standard, capability and interest in performing a construction project within the U.S. Military Academy, West Point, NY using the design-build process to meet the needs of the U.S. Military Academy. The project involves the following: o Development of a design for a micro-hydroelectric generation system. o Construction of micro-hydroelectric generation system o All permitting, in coordination with USMA-WP, required for the project. o Training of USMA-WP personnel in the operation and maintenance of the system. o Provide a metering system compatible with USMA-WP existing smart metering system that will allow data collection and facilitate documentation of the results, by USMA-WP, of the results of operating the micro-hydroelectric generation system. The design-build contractor will develop a design for the micro-hydroelectric generation system. The design-build contractor will obtain all required permits, construct the micro-hydroelectric generation system, provide training to USMA personnel in the operation and maintenance of the system, and provide a metering system compatible with USMA-WP existing smart metering system that will allow for data collection and facilitate documentation of the results, by USMA-WP, of operating the micro-hydroelectric generation system. All power will be used entirely on site. No power will be re-sold to or via the Grid, therefore any relevant interconnection agreements are not envisioned for this project. The final design and function of the micro-hydroelectric generation system must be formally accepted by the Government prior to issuance of the construction notice to proceed. The anticipated the Magnitude of Construction is between $500,000 and $1,000,000. The anticipated North American Industry Classification System (NAICS) codes for this program is 237990, Other Heavy and Civil Engineering Construction with a corresponding Standard Industrial Code (SIC) of 1799, Special Trade Contractors, or Standard Industrial Code (SIC) of 1629, Heavy Construction and a Small Business Size Standard of $36.5 Million. It is anticipated that the program need for the project be met through the use of the two-phase best value lowest price technically acceptable single award process. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. Interested Offerors shall respond to this Sources Sought Synopsis by submitting two (2) examples of previous design-build experience and construction of micro-hydroelectric generating systems of similar size (estimated installed capacity between 50kW and 75kW) and cost magnitude (greater than or equal to $500,000). The information submitted will be considered in the development of the acquisition strategy to support this program. The market research survey seeks to identify industry's experience, past performance, and capabilities to execute this project. Offerors responding to this Market Research Synopsis shall be limited to information required above and shall be submitted no later than 1600 (4 pm) EST on 28 April 2015. This will be a design-build contract. All work provided under this contract will occur in the State of New York. At this time, it is the intent of the New York District Corps of Engineers to award a single contract to a qualified design-build firm.
