Description
CHESS-MANDATED PURCHASE OF EASTMAN LAKE VOIP EQUIPMENT New Firm Fixed Price service contract for supply and delivery of components necessary for the migration to a Voice Over IP (VOIP) system for the facility at Eastman Lake This will be competed through the Army-mandated CHESS program, and meets the requirement for competition. The purpose of this J&A is to address the issue of specific make and model. As mandated by higher authority, we are migrating the SPK HQ building as well as as many Field Offices as practical to Voice Over IP (VOIP) phone systems. As part of this effort, the system at Eastman Lake is to be migrated in late FY2015/early FY2016. This procurement is to obtain the necessary equipment to accomplish this task. The brand name Cisco phones, Controls, Gateways licenses and ancillary equipment (and associated part #s) we are procuring include: IP phones 8841, CP 8841-K9 Base/Control Panel 8831 (CP8831-K9). VG204XM and VG202XM Analog Voice Gateways, services and equipment. Interface cards, integrated services routers (C891F-K9) Catalyst 3560X 24 & 48 Port PoE IP Base (WS-C3560X-24P and 48P-S. Catalyst 3560C Switch (WS-C3560CG-8PC-S) necessary power supplies. 1Catalyst 3750X 12 Port GE SFP IP services (WS-C3750X-12S-E) and associated components. Interface cards (VIC3-4FXS/DID= & 4FXO=). RAM & DRAM as needed. Catalyst 3K-X 1G Network Module (C3KX-NM-1G=) transceiver modules (GLC-SX-MMD+) 50 AP ADDER License (L-LIC-CT5508-50A) Wireless components and miscellaneous licenses. Authority Cited and Justification Rationale: FAR 8.405-6(a) (1) - Limiting the source. We are mandated by Army policy to use one of the contracts awarded under the Army CHESS program. We are not limiting the source, but rather limiting the items to a specific make and model. Within CHESS, the acquisition will be fully competed. Best Value Determination: (1) Background: All of USACE has been directed to migrate their voice telephone systems to VOIP, with SPK. This will be accomplished in accordance through the use of the Army- mandated CHESS series of contracts and delivery orders for the necessary Cisco equipment to accomplish this migration. This is similar to other recent procurements for similar equipment for the District Headquarters. Thanks to economies of scale and leveraged buying power, use of these required contracts would provide us with the best value even if they weren't already mandatory. (2) Justification: (a) ACE_IT/HQUSACE has mandated that for reasons of compatibility and supportability, we must procure a CISCO VOIP system. In addition, specification requirements were provided to us and confirmed by ACE-IT and higher headquarters both directly and via the Approved Products List https://aceit.usace.army.mil/support/LCM/Pages/APL.aspx.. (b) HQUSACE, through ACE-IT, has specified the specific make and model and subcomponents approved for use in this mission. We are acquiring the components as directed by USACE. In our acquisitions, we are complying with direction from higher authority. (c) Only these systems are authorized by USACE for this purpose, a vital requirement. (3) Impact: Failure to approve this J&A will mean we cannot comply with HQUSACE and Army/DoD policy regarding the mandated move to VOIP communications. Further, we will lose potential savings through the elimination of long distance charges for call to USACE facilities. (4) Alternatives: (a) No acquisition. In CY15 we would lose telephonic capability (b) Acquire unapproved systems. As explained above, this is not feasible. (5) Future Acquisition Strategy: Further major phone acquisitions for this Field Office are not anticipated in the foreseeable future as this is a total replacement of all phones and routers at Eastman Lake. We are acquiring sufficient capacity to allow for foreseeable growth. If such an eventuality does occur, we will compete via the mandated CHESS program.
