- The General Services Administration (GSA), Great Lakes Region 5, announces an opportunity to provide Design-Build (DB) services for the Hart-Dole-Inouye Federal Center (HDI), located in Battle Creek, Michigan. The scope of DB services under this proposed contract includes both design and the construction services for improvements and/or repairs to the facilities Fire and Life Safety Systems. Project Summary: The HDI facility has deficiencies in the overall fire protection due to partial protection or the age of the current equipment. This project shall seek to complete the fire protection systems to achieve full fire protection goals, improve life safety, and to reduce risk to occupants, the building, and the environment. It is important to note that the historic fabric of these facilities shall be protected and that the Program of Requirements (POR) shall direct designers and constructors to assure that design and installation produces the least possible impact to the historic nature of these facilities. Approval by the State Historic Preservation Office (SHPO) through the GSA Regional Historic Preservation Officer will be necessary for items that impact the historic fabric. The Design-Builder will be competitively chosen using the two phase selection process found in FAR 36.3. The proposed team's qualifications, technical approach and past performance will be evaluated in Phase 1 to determine which offerors are the most highly qualified to be invited to submit proposals for Phase 2. One contract will be awarded using competitive negotiations procedures per FAR Part 15. In Phase 1, GSA will select a short list of the most highly qualified offerors and request that those offerors submit Phase 2 proposals. All responsible sources may submit a Phase 1 proposal. A maximum of 5 firms will be selected to submit Phase 2 proposals. Only those selected offerors are authorized to submit Phase 2 proposals. Those offerors not selected for participation in Phase 2 will be notified in accordance with FAR 15.503(a). The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the total evaluated price. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The estimated total cost for the project falls within the range of $7,000,000 to $15,000,000. The contract is anticipated to be awarded on or about November 20, 2015 with a performance period of approximately 24 months. This procurement is open to all business concerns. The North American Industry Classification System (NAICS) code is 236220. Small businesses, who may qualify for this procurement, are encouraged to submit a proposal and will be given full consideration. If a large business concern is to be considered, a small business subcontracting plan will be required with the proposal. Joint Ventures: Joint venture or firm/ consultant arrangements will be considered and must submit an acceptable joint venture agreement. The complete solicitation package will only be available electronically on the FedBizOpps website (www.fbo.gov). It will be available on or about April 30, 2015. Potential Offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. All responsible sources may submit a proposal which shall be considered by the agency. In order to be eligible for award offerors are required to provide electronic representations and certifications in System for Award Management (SAM) accessed via https://www.acquisition.gov. An award is anticipated on or about November 20, 2015. A pre-proposal conference is tentatively scheduled for May 19, 2015 at 10:00 am Central Time at the HDI Federal Building, 74 North Washington Avenue, Battle Creek, Michigan. This meeting is to permit prospective offerors the opportunity to clarify any concerns regarding the RFP, and tour the HDI facility in Battle Creek, Michigan. Attendance at this conference is not mandatory to submit a proposal, however we consider it vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Any interested offerors must register with Helen DiMonte to attend the conference.
