- A solicitation is anticipated for the purchase of Jacket, Army Physical Fitness Uniform (APFU), Unisex and Female. NSNs: 8415-01-623-8613(s) and 8415-01-623-8660(s). RFP, SPE1C1-15-R- 0090, will be utilized for issuance of solicitation. SPECIFICATION CR/PD 13-04A DATED 19 March 2014 (UNISEX) AND CR/PD 13-08A DATED 19 March 2014 (FEMALE). Pattern Date is 01 NOVEMBER 2013. The proposed contract will be 100% Small Business Set-Aside which will result in a firm fixed price contract in accordance with FAR 19.202-2. FAR Part 12 Procedures will be utilized. The resultant contract will include a Base Ordering Term and Two (2) Option Terms. The proposed buy will result in a negotiated Indefinite Delivery Type Contract where the Base Year Minimum will be 60,000 EA and the Maximum will be 300,000 EA, (any combination of Jackets) with Two One Year mandatory term options for 60,000 EA Minimum and 300,000 EA Maximum (any combination of Jackets). The annual estimated quantity (AEQ) for this acquisition is 240,000 EA for the Base Year and each option year. Best Value/Source Selection Tradeoff procedures will be utilized in making an award, and as a result, Technical Proposals are required. Technical and Past Performance, when combined, are significantly more important than cost or price. Evaluation Factors are as follows in descending order of importance: 1) Product Demonstration Model (PDM); and 2) Past Performance - Performance Confidence Assessment. Product Demonstration Model will consist of Two (2) EA of Jackets, Army, Physical Fitness Uniform (APFU) which will be required (Size Medium)(One Unisex and One Female). Two (2) Each of PDMs must be submitted for every intended place of performance, including all proposed subcontractors. The offeror is encouraged to begin PDM production immediately once the solicitation is issued to allow sufficient time. It is the offeror's responsibility to ensure that PDMs arrive by the closing date and time of the solicitation. Delivery will be to: VSTQ Pendergrass Distribution Center, Pendergrass, GA. 30567 (DODAAC) :SC0150 Delivery will commence 150 days after date of award with a reduced leadtime of 120 days for follow-on delivery orders. Inspection and Acceptance are at Origin and FOB is Destination. All materials used to fabricate this item are to be furnished by the contractor. RFID labeling will be required for these items at the Item, Case and Pallet level. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. DFARS clause 252.225-7012 PREFERENCE FOR CERTAIN DOMESTIC COMMODITIES (FEB 2013) applies.
