Description
The services are to be provided whenever needed for pre-trial and post-trial confinement in a Criminal Justice Center Facility within close proximity to Fort Bliss. Any Criminal Justice Center Facility used, must also provide facilities, personnel, supervision and resources necessary to confine military prisoners. This includes food, clothing, medical care and daily prisoner status reports. The Facility must not be located more than 25 miles from Fort Bliss, and must have the ability to segregate prisoners by sex, pre-trial, post-trial, and from civilian detainees. The services will be needed for approximately ten (10) to twenty-five (25) prisoners per month for 365 days per year for a one-year base period and three (3) one-year option periods. Attached are the draft Performance Work Statement (PWS) and Performance Requirements Summary (PRS). This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The NAICS code(s) is/are: 922140 Correctional Facilities with no suggested business size; or Cross-referenced NAICS code 561210 Facilities Support Services with a business size of $35 million. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Please refer to certification requirements as per the Performance Work Statement (PWS) under paragraph 1.2. Background. 4. Information to help determine if the requirement service is commercially available. 5. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. 6. Recommendations to improve the Army's approach/specifications/draft PWS/PRS to acquiring the identified items/services. 7. Additionally, please identify any unique characteristics that might limit competition. This Sources Sought Synopsis is issued for maximizing competition. Should anything be construed as limiting competition, please feel free to contact the MICC Special Competition Advocate at dean.m.carsello.civ@mail.mil. Include the subject of the acquisition, this announcement, and the MICC POC information from this FedBizOpps notice. Finally, please provide the specific aspects that unreasonably restrict competition and your rationale.
