- This combined synopsis/solicitation is a sole source acquisition notice for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This is a sole source request for quotation to RUAG Space Sweden AP for a class on the "RUAG Payload Adapter Systems (PAS)" training per Statement of Work. Competition is impractical for the following reasons: RUAG Space Sweden AB is the Engineering, Design and Fabrication organization of the RUAG PAS. All Launch Vehicles providing Services to NASA Launch Services Program Offer the RUAG PAS to attach and subsequently release Spacecraft. This is critical hardware, which must be assembled and installed correctly, in order to function as designed. This training will provide NASA with new insight into the characteristics, installation and operation of the RUAG PAS. The list of upcoming NASA missions, which do not use the RUAG PAS, is much shorter than the list of those, which do use the RUAG PAS such as Jason 3, GOES, INSIGHT, ICESat-2, OSIRIS REX and Solar Orbiter. Other vendors do not have the level of expertise to provide this training on the specific systems provided by RUAG for multiple Launch Service providers utilized by LSP. The training is provided by the technical support representatives from RUAG which provide the certification training for LSP Launch Service Providers and as such will provide a level of insight and experience that is far greater than can be found through any other source.
