Description
Although a total of two Fast-Track Awards were anticipated, the Solicitation stated "This program solicitation is not an offer by the Government and does not obligate the Government to make any specific number of awards. Also, awards under the SBIR Program are contingent upon the availability of funds." Thus, Fast-Track proposals that accompanied a Phase I proposal not in consideration for a Phase I award were not reviewed by the Technical Evaluation Review Panel. Once the proposals that were in consideration for a Phase I award were identified by the Technical Evaluation Review Panel, offerors who also submitted accompanying Fast-Track proposals were then identified and their proposals evaluated. The Technical Evaluation Review Panel convened and discussed the Fast-Track proposals eligible for award with regard to the technical evaluation criteria. Based on the Technical Evaluation Review Panel's written evaluations, it was determined that significant weaknesses existed in each of the eligible Fast-Track proposals. Therefore, the U.S. Department of Education's Institute of Education Sciences (IES) recommends, and the Contracting Officer determines, that it is in the best interest of the Government, as well as the Department's SBIR program, that zero (0) Fast-Track awards be made in Fiscal Year 2015.
