Description
This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for the posting of synopsis and solicitations to the internet. The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to Contract N00024-12-C-5102 to provide the Royal Norwegian Navy with Technical Support, including the development, testing, delivery, and installation of a Weapon Control System (WCS) software patch to the Norway N1.5 Aegis Weapon System (AWS) Computer Program. Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to award this contract modification on a sole source basis to Lockheed Martin Mission Systems and Training (LM MST) in Moorestown, New Jersey. LM MST is the incumbent contractor on N00024-12-C-5102 and the original developer of the existing specified AWS war-fighting capabilities. LM MST is the only contractor with detailed knowledge of, and experience with, the AWS design as configured aboard the Royal Norwegian Navy Aegis Class Ships, as well as the integration of both Aegis Combat System (ACS) elements and Foreign Military Sales (FMS) customer specific systems with the AWS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
