- SYNOPSIS: THE SOLICITATION DOCUMENT WILL BE AVAILABLE ELECTRONICALLY ON OR ABOUT April 16, 2015. The U.S. Fish and Wildlife Service Region 6, is issuing a Request for Proposal (RFP) to Provide all labor, material, and equipment necessary to install pond liners in Fish Rearing Ponds 6 and 7 at the Gavins Point National Fish Hatchery; located in Yankton, South Dakota. This procurement action is being solicited as a Hubzone Small Business Set-aside. The NAICS code is 237990, Other Heavy and Civil Engineering Construction; with a size standard of $ 36.5 million. The estimated magnitude for this project is between $100,000 and $250,000. The performance period is 60 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated based on the weather conditions at the site. This requirement is being procured in accordance with FAR Part 36, "Construction and Architect-Engineer Contracts" and FAR Part 15 "Contracting by Negotiation". This work involves installing new pond liners into Fish Rearing Ponds 6 and 7, as defined in the Descriptions and Specifcations, that will be provided when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value to the government, based on the evaluation criteria outlined in the solicitation; once issued. Solicitation package number F15PS00368 will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net public opportunities on or about April 16, 2015. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM registration site can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
