- The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to increase and extend the Design Agent (DA) and Platform Systems Engineering Agent (PSEA) engineering support for the Ship Self Defense System (SSDS) Program under Contract N00024-14-C-5128 with Raytheon Company, Integrated Defense Systems, 8680 Balboa Avenue, San Diego, CA 92123-1502. As the PSEA and DA for SSDS, Raytheon IDS performs system engineering, integration, testing, and supports certification of software upgrades addressed in SSDS Advanced Capability build (ACB) 12 for CVN/Amphibious Combat System Modernization and integration of hardware upgrades addressed in Technology Insertions (TI) 12 and TI16. This contract modification is needed to support continued development of ACB 12/TI 12/TI16 through Combat Systems T&E and Certification and OT/FOT&E. This contract modification will continue to incorporate selected Fire Control Loop Improvement Project (FCLIP) and Far Term Integration Interoperability Project (FTIIP) changes. Other improvements to the SSDS ICS capability will also be accomplished in the areas of Battle Force Tactical Trainer (BFTT) upgrades, SEWIP ESSM Block 2 with Block 1 Mode, VLS MK Launcher upgrade, and Task Force Cyber Awakening (TFCA) Boundary Defense Capability (BDC) improvements. This contract modification will also continue the support for the SSDS Core requirements of software maintenance and COTS obsolescence. This contract modification will include an increase to the options for CY16, CY17, and add an option for CY18. The contract modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), as Raytheon IDS is the only company that can meet the Navy's TI12, TI16, and FCLIP requirements for SSDS.
