Description
Dear Contractor: 1. The U.S. Army Contracting Command- Redstone (ACC-R) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the U.S. Army Materiel Command (AMC) for an existing Commercial Off The Shelf (COTS) smart phone application and desktop dashboard that supports the Army iWatch program. HQ AMC is conducting market research in accordance with FAR 10.001 to determine feasibility of a competitive acquisition and to identify potential sources that can field an existing Commercial Off the Shelf (COTS) enterprise level, online and mobile anonymous information reporting system that utilizes smartphones and their inherent capabilities. This COTS system will provide U.S. Army law enforcement and security agencies with real-time crime tips and suspicious activity reporting on and around military installations from both service members and citizens. The application must have the ability to automatically filter and quickly view, organize, prioritize and transmit reports/tips to both U.S. Army and external agencies in order to mitigate criminal activities and potential terrorist threats. The application must dovetail transparently with the existing U.S. Army iWatch program. The effort is expected to include, but not limited to: a.Field an existing smartphone application (app) for reporting suspicious or criminal activity that is sent to and displayed on a computer interfaces or quote mark dashboards quote mark at U.S. Army law enforcement and security agencies located on twenty six AMC Depots, Arsenals, Plants their Major Subordinate Commands and AMC Headquarters. b.Receive smartphone reports/tips at a dashboard viewable at each law enforcement location as the central receiving point for reports/tips to be evaluated and assigned for further action. Provide additional dashboards that aggregate multiple local systems information at the responsible higher headquarters in the chain of command up to Headquarters AMC. c.Provide smartphone applications that are compatible with iPhone, Blackberry, Android and Windows at no charge to the user that is downloaded through the quote mark store quote mark for that phone's operating system. d.Enable citizens to create user profiles within the smartphone application. However, full use of the app must be possible without user login or profile creation so that the user can remain anonymous. e.Display the location of smartphone reports/tips from geo-data, and display the associated Law Enforcement Agency (LEA) for that location. Electronically transfer or share reports/tips that are outside of Army jurisdiction to the appropriate agency. f.Maintain an audit trail of each report/tip viewable by a government administrator that shows details associated with each tip that includes time and date stamps, information added, edits and transfers. g.Conduct key word searches and analytics from reports/tips maintained within the system in order to help spot and access criminal trends, patterns, or suspects. Provide a content management system (CMS) engine for criminal intelligence and law enforcement applications. Produce reports associated with tip allocation, tip summary, disposition, activity, tip volume exportable in Microsoft Excel. h.Manual reports/tips entry function so any additional reports/tips or information received by the agency outside of the application, such as a phone call or an email can be entered into the system. i.Brand the smartphone app for the particular agency or location where it is fielded. For example, the app fielded at Anniston Army Depot shall be customized with a Depot crest and name that reads quote mark iWatch Anniston quote mark or whatever that local site chooses. j.Interested parties who have the capability to provide the requested services should respond to this announcement in writing and shall be limited to 20 pages which shall include the following information: - Offerors name, address, point of contact, phone number, and e-mail address - Offerors interest in bidding on the solicitation when it is issued - Description of existing production facilities. - Offerors CAGE Code, business size, (if a small business, please indicate whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc...) - Offerors Joint Venture information, if applicable (existing and potential) - If the requested services have been provided or offered to the Government within the past three years, a description of the services and applicable Government contact info shall be provided. 2. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. 3. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 4. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. 5. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 6. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice No Later Than 12PM CST 30 April 2015.
