Description
This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for the rehabilitation of the reinforced concrete surface on the South Pier structure in Grand Haven, Michigan. The pier extends from the shoreline out to a lighthouse in Lake Michigan. The pier features existing electrical cables and an elevated steel catwalk that run along the middle of the surface, support by a series of steel bents on structural footings. These features must be protected during construction. The surface of the pier consists of multiple concrete slabs that are supported on structural concrete cross beams, and the concrete surface is in a deteriorated state with areas of severe spalling, failed patches, large voids with settlement, and areas of broken tie rods. The scope of work will include replacement or reconnecting of tie rods, removal of deteriorated concrete slab sections, removal of existing structural concrete footings from the catwalk supports, temporary support of catwalk sections, placement of new structural catwalk footings, and placement of new 8-inch-thick reinforced concrete slabs where damaged sections have been removed. The total length of pier requiring rehabilitation is approximately 1,400 feet, with average width of approximately 38 feet. Due to load restrictions on the pier structure, only pedestrian traffic will be allowed on the pier during construction. Vehicles and machinery must access the work zone from the adjacent marine environment, using anchored boats, barges, or similar conveyances. The construction contract will have a 9 month completion period. The contract is expected to be awarded in August 2015. The estimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $36.5 Million in average annual receipts. The Government will evaluate the potential offerors based on price, past performance, experience with similar work, and proposed schedule. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. This announcement is for planning purposes only to identify the pool of prospective contractors that is available for this work. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed five (5) pages, including the attached response form. In order to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1. A completed Sources Sought Information Request Form located in this quote mark Sources Sought quote mark notice on www.FBO.gov. 2. If applicable, identification of the company as a Small Business, HUBZone, 8(a), Veteran Owned Business, Service Disabled Veteran Owned Business, and/or Woman Owned Small Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - provide brief descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
