- This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. The Defense Logistics Agency (DLA) Energy, FESBA seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide the necessary facilities and services to receive, store, and ship U. S. Government-owned petroleum products, specifically commercial grade JP-8 (MIL-DTL-83133E), in the Republic Of Korea. Interested parties should respond to the following: 1. PRODUCT TO BE STORED: JP-8/military specification MIL-DTL-83133E 2. STORAGE REQUIREMENT : 150,000 barrels to 347,000 barrels of JP-8 storage capacity. A. Commingled storage is sought with information regarding general commercial terms and conditions. 3. AREA OF CONSIDERATION: Storage area must be located within 20 kilometers of Waegwan area, ROK. 4. SHIPPING AND RECEIVING CAPABILITY REQUIRED: A. RECEIPT: Via Rail Tank Car / Tank Truck (1.) Minimum daily receipt capability: 5,000 barrels (2.) Maximum daily receipt capability: 55,000 barrels B. ISSUE: Via Rail Tank Car / Tank Truck (1.) Minimum Daily Rail Car: 12,500 barrels (2.) Minimum Daily Tank Truck: 4,300 barrels C. ESTIMATED ANNUAL THROUGHPUT: 6,132,000 barrels 5. QUALITY CONTROL/TESTING: Request information regarding available laboratory facilities and testing capabilities. 6. QUANTITY DETERMINATION/ACCOUNTABILITY: Request respondents provide detailed information regarding method or methodology for: A. Quantity determination i.e., shipment meters, temperature compensating meters, manual gauging, etc. B. Gain/loss determinations i.e., shared over terminal users, by volume, etc. C.
