- Combined Synopsis Solicitation THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is NMAN01230. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. This procurement is a total small business set-aside. The Federal Supply Code for this is 3990 and the North American Industry Classification System (NAICS) Code is 238210 Electrical contractors and other wiring installation contractors. The U.S. Department of Commerce, NOAA's Office of Marine and Aviation Operations, has a requirement for the following supply: Line Item 0001: CONDUCT AN ELECTRIC PLANT LOAD ANALYSIS FOR THE NOAA SHIP OREGON II IN ACCORDANCE WITH THE ATTACHED SPECIFICATIONS. [An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://www.sam.gov. (End of Provision) NOAA Acquisition Manual (NAM) 1330-52.237-70 Contractor Communications (a) A contractor employee shall be identified both by the individual's name and the contractor's name when: (1) Included in NOAA's locator, and (2) When submitting any type of electronic correspondence to any NOAA employee or stakeholder. (b) Any written correspondence from a contractor or any contractor employee shall be printed on company/organization letterhead or otherwise clearly identify the sender as an employee of the company or organization and shall identify the contract number. (c) Contractors and/or contractor employees shall clearly identify themselves as such in any verbal communications, whether in informal discussion or a formal meeting. In order to comply with the Debt Collection Improvement Act of 1996, ALL VENDORS must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. Should the vendor not already represent itself as a small business under NAICS code 333341 within SAM, it shall provide with its quote the appropriate representation of FAR 52.219-1. STATEMENT OF WORK NOAA Ship Oregon II Electric Plant Load Analysis 1.0SCOPE This specification contains requirements for conducting an electric plant load analysis on the NOAA Ship Oregon II. 1.1Background: The Oregon II's electric plant consists of two Caterpillar 3408 450VAC 225KW Gensets. The ship operates on one genset at a time, and occasionally will drop ship's electrical load. A study of the ship's deck logs and engineering logs was conducted to determine if there was correlation of loss of load to a particular genset or particular equipment line up, but no correlation was found. Therefore a load analysis is required to determine how much electrical power margin remains with the current electric plant configuration. 2.0References 2.1Drawing OT-S6200-10 Rev A "One Line Diagram Electrical System" 3.0Government Furnished Material 3.1None 4.0Requirements 4.1Conduct a ship check on board the NOAA Ship Oregon II to identify verify reference 2.1. 4.2Develop an electrical load analysis based on information from reference 2.1 and data collected during the ship check. 4.3Determine the electrical power margin of the ship's electric plant. 4.4Make recommendations on methods to increase the ship's electrical power margin. Recommendations examples include: 4.4.1Re-power with higher power density gensets 4.4.2Equipment upgrades for higher energy efficiency. 4.4.3Addition of soft starts 4.5Conduct market research to identify equipment sources and cost estimates to implement recommendations. 5.0Quality Assurance 5.1Conduct a review of the recommendations with the COR. 6.0Notes 6.1The ship is conducting underway operations in support of the Marine Fisheries field season.
