A modification was issued on 15 April 2015 to answer a question from industry.*** INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, has a request to procure two Flight Training Devices (FTDs) known as the H-1 LOT V Training System Procurement. The two new devices are designated as the AH-1Z Devices 2F227-2 and 2F227-3 and will be located at Marine Corp Air Station (MCAS) New River, North Carolina and the Joint Base - McGuire/Dix/Lakehurst (JB MDL), New Jersey respectively. The two FTDs are being procured in support of both active duty and reserve United Stated Marine Corp (USMC) training commands in order to provide full familiarization, proficiency, and tactical training in accordance with AH-1Z Training and Readiness Manual. The FTDs will be used for training AH-1Z pilot and copilots in areas such as Instrument Flight Rules (IFR) navigation training, Naval Aviation Training and Operational Procedure Standardization (NATOPS) procedures, emergency procedures training, Night Vision Goggle (NVG) training, Forward Looking Infrared (FLIR) training, and networked training within existing infrastructures. The purpose of this Sources Sought is to help define an acquisition strategy for this procurement by surveying industry for interest and capabilities to meet requirements outlined below. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. DETAILED REQUIREMENTS: The contractor shall design, fabricate, install, integrate, test, and deliver two (2) AH-1Z FTDs in support of the areas specified in the Program Background (above). The contractor shall organize, coordinate, and control the program activities to ensure compliance with all requirements to ensure the timely delivery of the FTDs. The contractor shall include program meetings, Integrated Product Team (IPT) meetings, risk tracking and management, quality and configuration management, and compliance with operational security requirements to ensure a timely and quality delivery of the FTDs. Technical requirements below are not final and may change. The AH-1Z Devices 2F227-2 and 2F227-3 shall provide: o Simulated training capabilities outlined in the AH-1Z Training and Readiness Manual o Full tactical and familiarization training o Naval Aviation Training and Operational Procedure Standardization (NATOPS) procedures o Night Vision Goggle (NVG) stimulation o Instrument Flight o Emergency Procedures o Aircraft communication modes o Navigation capabilities o Shipboard operations o Forward Looking Infrared (FLIR) simulation o Basic and advanced tactics o Weapon delivery procedures o Electronic Counter Measure (ECM) operations Detailed requirements for AH-1Z Devices 2F227-2 and 2F227-3: o The visual system shall provide visual and sensor scenes necessary for training AH-1Z fleet squadron pilots and co-pilots in aircraft control skills, systems operation skills, and tactical skills for day, dusk, night, and all simulated weather, environmental, and tactical conditions o Visual system shall support Out the Window (OTW) 270 degrees horizontal x 70 degrees vertical Field of View (FOV) or greater o Database requirements: United States East Coast database United States West Coast database Iraq database Afghanistan database Bridgeport CA (Summer and Winter) database o The AH-1Z FTD shall simulate the effects of aerodynamic changes for all combinations of lift, drag, weight, and thrust normally encountered in flight corresponding to actual flight conditions which shall include changes in attitude, aerodynamic and propulsive forces and moments, altitude, temperature, gross weight, center of gravity location, weapons dynamics, and configuration, including sling load weight, drag, and dynamics as applicable. o The FTD cockpit shall be a full-scale replica of the Design Basis Aircraft (DBA) cockpit o The FTD shall simulate all cockpit and helmet instrument indications automatically in response to control movement by a crewmember, simulated aircraft performance, instructor-inserted actions, or external simulated environmental effects, such as turbulence or wind shear. All displays, instruments, symbols, panel assemblies, switches, levers, knobs, and lights of the cockpit shall be provided to replicate the form, fit, function, feel, and finish of the DBA. In addition, the FTD shall replicate both static and dynamic responses and be Night Vision Devices (NVD) compatible. All cockpit equipment shall be fully integrated into FTD such that its functionality is the same as the DBA. o The Government intends to provide GFE after contract award. The following GFE is a sample of key items and is not all inclusive and subject to change: Advanced Memory Unit (AMU) Cockpit Tracker Module (CTM) Crew Seats Day Display Module (DDM) Digital Map Computer Electronic Unit (EU) Night Display Module (NDM) OTO Equipped Helmet Large (EHL) OTO Equipped Helmet Standard (EHS) Tech Refresh Mission Computer (TRMC) o Government Furnished Information and Software (GFI/S). The following is a sample list of key GFI/S the Government intends to provide after award. This list is not all inclusive and subject to change: Tactical Environment network (TEn) and Interface Control Document (ICD), TEN 5.0.1 AH-1Z 2F197-1 Flight Training Device (FTD) Host Computer Software AH-1Z 2F197-1 FTD ASTi Model Moving Models and NAVAIR Portable Source Initiative (NPSI) datasets for U.S. East Coast, U.S. West Coast, Bridgeport Mountain Warfare Training Center, Iraq, Afghanistan, Hawaii, and Southeast Asia AH-1Z Aero Model delivered in the NAVAIR CASTLE format o The place of performance will be at MCAS New River, North Carolina and the JB MDL, New Jersey o It is anticipated that any resulting contract would be accomplished under the provisions of a firm-fixed-priced (FFP) contract. o Contract award is planned for the August 2016 and is subject to change. Performance on the 2F227-2 will be from contract award and estimated to run for 33 months when the trainer to full operational capability at New River. Performance on the 2F227-3 will be from May 2017 (may adjust based on actual contract award) and run for 24 months to full operational capability at JB MDL. o The applicable NAICS code is 333318, Other Commercial and Service Industry Machinery Manufacturing with a Small Business Size Standard of 1,000 employees. The Product Service Code is 6930, Operational Training Devices. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS: Written responses to this announcement should specifically address the following. Responses should be succinct, but sufficient in detail to adequately demonstrate the required capability to meet the Government s stated requirements. The Government intends to utilize the data collected from this announcements to finalized the acquisition strategy for the AH-1Z Devices 2F227-2 and 2F227-3. 1.Information about your company: a. Name and address of the company b. Cage Code c. Size of business and if applicable to any small business classification; d. Ownership; e. Names of two principals to contact, including title and telephone number; f. Statement of intent of purpose. 2. Delivery Schedule a. A discussion of your company s capabilities to deliver the AH-1Z Devices 2F227-2 and 2F227-3 within the Government s delivery schedule requirements of 33 months. Please provide supporting rationale for you response to include a discussion of manufacturing capacity, resources and facilities that will be employed to meet the Government s delivery schedule requirements. Identify any assumptions with respect to required Government Furnished Equipment, Software or Information (GFE/GFS/GFI) and the assumed timeframes when such GFE/GFI would be available to your company. b. Identify your lead time from contract award to delivery of AH-1Z Devices 2F227-2 and 2F227-3 per the Government s required delivery scheduled. Please provide supporting rationale for your response. 3. Please demonstrate that your company has the necessary organization, accounting and operational controls, adequate financial resources, technical skills and equipment to produce the AH-1Z Devices 2F227-2 and 2F227-3. Additionally, the above referenced GFS/GFI is insufficient; please describe in detail what additional data would be required and how it would aid your company in meeting the Government s requirements. 4. What experience does your firm have regarding successful Aero Model development, verification, validation, and integration? In particular, does your firm have experience working with the NAVAIR CASTLE format the GFI/S AH-1Z Aero Model would be delivered in? 5. Does the contractor have experience with helicopter simulations? 6. Does the contractor have experience with integration of actual aircraft equipment such as: a. Multi-Function Displays (MFDs) b. Dual Function Displays (DFDs) c. Mission Computer d. Helmet Display Systems - to include boresigting e. Video Tape Recorders f. Flight Controls i.-1553 databus g. ARINC 429 h. Digital Map System 7. Does the contractor have experience simulating aircraft systems such as: a. Target Sighting System (TSS) - to include: acquire, view, select, track, range and designate targets using TV and FLIR video. b. ARC-210 Radios - including HAVQUICK and SINCGARS c. IFF d. Counter Measure Dispensing Systems e. Radar Warning Systems f. Missile/Laser Warning Systems g. ICS h. Weapons I. Automatic Flight Control System j. NAWCTSD will use the responses to this announcement to make an informed decision concerning the strategy it will pursue to meet its objective, including determining set-aside opportunities.
