Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission; other than acknowledgement of receipt - If a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. USAMRAA is not at this time seeking proposals. Respondents are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All cost associated with responding to this RFI will be solely are the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. All responses to this RFI shall be made by email to david.r.daniel27.civ@mail.mil no later than 16 May 2015 Introduction and Purpose The purpose of this RFI is to ascertain available sources, to identify industry standard operating procedures for Interior Ductwork Cleaning and to obtain sufficient feedback on the PWS contained in Annex 1to develop a comprehensive PWS. Overview The National Museum of Health and Medicine (NMHM or Museum) seeks information from industry on interior ductwork cleaning. The Museum has had a medical warehouse (Building 178) renovated to receive a significant portion of its collections at the United States Army Garrison-Forest Glen, Silver Spring, MD 20910. The renovation process resulted in a significant amount of construction dust and debris being generated and circulated within the facility and accumulating inside the heating, ventilation, and air conditioning system and its associated ductwork prior to the installation of the ductwork. This has resulted in the accumulated dust and debris in the ductwork being recirculated through the facility via the heating, ventilation, and air conditioning (HVAC) system. Recirculation of dust and debris within an artifact storage environment may result in the contamination of artifacts, which can degrade the specimens and cause irretrievable damage. To mitigate this potential, NMHM has contracted with a firm to perform post-construction cleaning services to clean, from floor-to-ceiling, the entire building. This post-construction cleaning has resulted in a noticeable reduction of the interior dirt, dust, and grime. However, this post-construction cleaning did not include the interior of the ductwork. The purpose of this RFI is to gather more information from industry on the best means to address this continuing concern. To obtain this information, NMHM seeks feedback from industry on a draft scope of work (see Annex 1 below) it has prepared to accomplish the interior cleaning of the ductwork. NMHM also seeks information on the providers of this service, industry standards with respect to performance requirements and methods, and industry practice with respect to pricing-for example, is pricing typically based on the square footage of the building (or space), linear feet of ductwork to be cleaned or some other measure). Performance Requirements, Methods, and Measurements NMHM requests that respondents describe typical performance requirements and methods for this type of service. One element of specific interest to the Museum are methods to prevent the reintroduction of dust and debris during the cleaning process into the environment and the protection of the ductwork and surrounding material-for example, shelving or artifacts located under or around ductwork-during the cleaning process. Another concern for NMHM is that staff will be in the facility while cleaning takes place and the Museum would like to mitigate the short- and long-term impact this would have on staff. Industry Methods for Pricing The Museum would like further information on methods typically used to price these sorts of projects. Specifically, what are appropriate pricing units-by facility square footage, by ductwork linear footage, by some other unit of pricing? Additional Information from Industry In addition to the above information, any feedback an experienced provider of these services can provide would be greatly appreciated Annex 1 - Draft Scope of Work 1 INTRODUCTION The purpose of this effort is clean the entire duct work system in Building 178 for the National Museum of Health and Medicine (NMHM) located at 2500 Linden Lane, Silver Spring, MD 20910. 1.1 BACKGROUND Building 178 is a recently renovated building, which was first constructed circa 1965. Over the course of 2011 and 2012, new duct work was staged in the facility during demolition and renovation and not cleaned prior to installation. The museum warehouse houses historical artifacts and historical collections for the NMHM. During the renovation, dirt and dust has accumulated in the ductwork and needs to be cleaned to prevent contamination of the artifacts. 1.2 SCOPE 1.2.1 The contractor shall clean the interior of Building 178's ductwork and HVAC system. For the purposes of this contract, quote mark HVAC system quote mark includes all diffusers, dampers, grills, air handling unit coils, fan housings, plenums, blades and vanes, louvers shafts, dampers, drive assemblies, and coils associated with the supply and return system. All vacuuming conducted in the performance of this work shall be conducted HEPA-filtered equipment. The ductwork associated with the exhaust fan-which ventilates the cabinets in the Wet Tissue Area (Rooms 100A-D)-is not included in the scope of this work. Exhibit XX depicts the elements of the HVAC system and associated elements. 1.2.2.For all work performed inside Building 178, the contractor shall place temporary protective measures (such as drop cloths or plastic sheeting) over cabinets and shelving which contain collections artifacts to prevent dirt, debris and other contaminants disturbed during the cleaning process from recirculating in the air and contaminating the artifacts. Exhibits XX and YY depict the locations of collections storage cabinets and shelving. 1.2.3. The contractor shall be completely liable for any and all damage it causes as a result of its work to any element of the HVAC system, collections storage cabinetry, shelving, artifacts or any other element of the facility. The extent of the contractor's liability shall be the full cost of repair or replacement or of conservation (if damage occurs to artifacts). 1.2.4.In certain areas of the facility, collections cabinetry and shelving are installed on raised decking and rails. Where the contractor needs to access ductwork or HVAC elements from raised floor decking, the contractor shall not use any equipment on the decking for which the equipment's rated weight exceeds the load bearing capacity of the decking. The contractor shall be liable for any damage it causes to decking as a result of using equipment heavier than the load bearing capacity of decking. Exhibits XX and YY depict the load bearing capacity of raised floor areas. 1.2.5.The contractor may use existing dampers and/or access hatches or service openings on the ductwork to facilitate entry of appropriate cleaning equipment into the ductwork. As required, the contractor may install access hatches into sections of ductwork where they are required to perform the cleaning. Prior to the start of work, the contractor and the COR shall walk-through each of the rooms to identify locations where new access hatches will be installed by the contractor. On the basis of this walk-through, the contractor shall provide a written report that details the locations, the sizes, and the types of materials used to create the access hatch. The contractor shall not install any access hatch into ductwork without prior expressed, written approval from the COR. For any new access hatch that the contractor installs, the hatch shall be installed in accordance with industry standards and ensure the hatch is effectively sealed, such that minimal leakage occurs from the hatch. Annex 1 - Draft Scope of Work (cont'd.) 1.2.6.Prior to the start of work, the contractor shall examine all ductwork, dampers, diffusers, access hatches and ensure that they are all sealed to prevent the contamination of the exterior environment with the accumulated dust and dirt within the ductwork. Where there are openings or poor seals in the ductwork, the contractor shall place an appropriate sealing medium, such as ductwork putty, mastic or tape. 1.2.7.If the contractor plans to use any cleaning agent of solvent, at least five (5) business days prior to the start of work, the contractor shall provide to the COR Material Safety Data Sheets (MSDS) for each such material used. The contractor shall not use any such material or substance without first receiving expressed, written approval from the COR. 1.2.8.The contractor shall be responsible for all debris removal from this project. This includes removal of all protective measures from collections shelving and cabinetry. The contractor shall dispose of all residual waste materials off-site, at its own expense, and in a manner compliant with all applicable federal, state, and local laws and regulations.
