- Impacted Soil Mitigation Presolicitation The National Park Service (NPS) has the responsibility under the Comprehensive Environmental Response, Conservation and Liability Act (CERCLA) to determine if potential hazardous substances exist within each NPS unit. The results of an Engineering Evaluation/Cost Analysis (EE/CA) have identified levels of lead in soil that require mitigation. NAICS 562910, Impacted Soil Mitigation at Devils Postpile National Monument. This acquisition is set aside for Service Disabled, Veteran Owned (SDVOSB) small business concerns. This is a pre-solicitation notice to announce that the Department of Interior, National Park Service, Devils Postpile National Monument (DEPO), has identified a requirement to solicit for the mitigation of impacted soil under the Comprehensive Environmental Response, Conservation and Liability Act (CERCLA) to determine if potential hazardous substances exist within each NPS unit. This project will address the results of an Engineering Evaluation/Cost Analysis (EE/CA) which has identified levels of lead in soil that require mitigation in accordance with the Scope of Work (SOW). This project is a removal action at DEPO ¿s lead-based paint-impacted area and restoration of the site to a natural condition. The Contractor shall submit a technical and cost proposal to perform all the requirements of this SOW to successfully complete the project, unless specifically identified as the responsibility of the National Park Service (NPS) or the NPS-designated representative. NPS intends to issue a Request for Proposal (RFP) based off the Solicitation P15PS00694. The contractor who is selected for this project will be responsible for providing all labor, materials, tools, equipment, skills and expertise required to perform this award in accordance with code compliance issues under Federal and State regulations, and as per the specifications and drawings. The applicable North American Industry Classification System (NAICS) is 562910. RFP ISSUANCE DATE: The anticipated issuance date of the RFP is on or about May 5, 2015 with an anticipated closing date of June 5, 2015. The anticipated period of performance is from July 8, 2015 to June 25, 2016. Note: There will NOT be a public bid opening for this requirement. The RFP will be posted and available for download at the www.fbo.gov website on or about May 5, 2015. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). A negotiated, firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror ¿s technical capability, past performance, and price to determine best value (trade-off process) to the Government in accordance with the procedures outlined in Federal Acquisition Regulations (FAR) Part 15. Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED. In accordance with FAR 52.219-8 this procurement has been set-aside for SDVOSB concerns. Any responsible, certified SDVOSB concern may submit an offer that will be considered. SYSTEM FOR AWARD MANAGEMEMNT INFORMATION: To be eligible for a government contract, contractors must be registered in the System for Award Management registration system (SAM.gov) government system prior to award.
