MARKET RESEARCH - GROUTING OF MOSUL DAM FOUNDATION W912ER-15-R-0018 SYNOPSIS: This is Sources Sought announcement for market research and planning purposes. It is not a Request for Proposals. The U.S. Army Corps of Engineers (USACE), Transatlantic, Middle East District (TAM) is conducting market research to garner interest from industry, for grouting the foundation of Mosul Dam on the Tigris River, Iraq. b. Project Scope: The project scope is to construct a grout curtain primarily using cementious materials at the base of Mosul Dam. The majority of the work will be performed in a concrete reinforced Grouting Gallery 2.3 meters wide and 3.7 meters high parallel to dam centerline. Access to the Grouting Gallery is through adits from the downstream toe on the left and right abutments. The Grouting Gallery was constructed at the base of the central clay core of Mosul Dam. The gallery is divided into 36 m long grouting sections. These gallery sections extend from the spillway on the left abutment, across the old river channel, and into the right abutment. The portion of the gallery beneath the central part of the Main dam (which corresponds to the old river channel) has historically accepted the largest grout takes. The regional geology around Mosul Dam consists of layers of brecciated gypsum. This type of rock is highly soluble and over time forms layers prone to collapse. This evolution results in fractured rock that continues to be subjected to dissolution, leaving altered, fine-grained particles that are washed out leaving fissures or voids resulting in an undesirable porous matrix of material beneath the dam. As such, it has been well documented that the Mosul Dam would require a continuous grouting program to mitigate against the ongoing dissolution of the foundation materials. This has been accomplished since 1985 by injecting grout into the foundation to fill voids and reduce the permeability. The expected grouting quantities will be in the range of 5-50 cubic meters per day. It is anticipated that 150,000 m to 350,000 m of grout holes will be required. Maximum depth is anticipated to be 150 m. It should be assumed that grouting will be required 24 hours a day, 7 days a week. During original construction, blanket grouting extended to a depth of 25 m beneath the foundation surface. Supporting work includes procurement and installation of new grout batch plant(s) that are automated and capable of mixing and pumping grout mixes containing sand and gravel. Generators will be required as the primary source of power. It may be possible to utilize station power but it should not be considered primary. Renovation of an existing base camp will be required. This work includes, but is not limited to, management, planning, engineering, material, labor, and equipment, to site-adapt and construct all facilities, utilities, vehicular access, buildings, force protection measures, site security, and all other features as referenced herein. c. Set asides and codes: The project is classified through the North American Industry Classification System (NAICS) under code 237990 Other Heavy and Civil Engineering Construction with a size standard of $36.5M. The SIC is 1799 Special Trade Contractors, Not Elsewhere Classified. d. The estimated Period of Performance is a base award of one (1) year, with four (4) 1-year option periods. e. The estimated magnitude of this project is between $250,000,000 and $500,000,000. f. The Government is contemplating the use of full and open competition procedures for this project. The Best Value Trade-off source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The successful offeror will have demonstrated experience in grouting of earthen dams. g. Additional Information: All offerors will be required to submit a bid guarantee. Performance and payment bonds will be required after award of the contract. The contractor must be licensed and sponsored to conduct business in Iraq. All work shall be accomplished by skilled tradesmen. This announcement does not restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. A contractor will neither be pre-qualified nor excluded from the competition based upon any information provided in reply to this announcement. h. A bidders list will not be generated from replies to this announcement. Contractors will not automatically receive the RFP package as a result of replying to this announcement. i. Any pre-solicitation announcement will be publicized at the Federal Business Opportunities website. Contractors are responsible for monitoring the website for the pre-solicitation announcement and for any posted changes or amendments. j.
