Description
Clauses Specs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S510-00157 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 334516. To be considered a small business under this NAICS, offerors must not exceed the 500 employee size standard. The USDA, ARS, National Animal Disease Center has a requirement for a contractor to provide a V3 Western Blot Workflow System Complete. The details and minimum must-have specifications for this system are attached to this posting. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be able to provide the items within 30 days of date of award. Minimum must-have requirements for the Western Blot Workflow System Complete: • System must include Western Blot Workflow Complete, computer system, XcitaBlue Conversion Screen, White Light Conversion Screen and 1 year manufacturer warranty. • System must include a means to complete Western blot workflow steps • Imager must be able to perform chemiluminescence, fluorescence, colorimetry/densitometry, and gel documentation • Image resolution must be at least 4 megapixels, with a 6.45 × 6.45 μm pixel size • CCD camera needs to be peltier cooled to -30°C (absolute and regulated) to reduce image noise and background • System must have method to account for uniformity issues inherent with any lens and illumination system • System must have Trans-UV, epi-white, and no illumination controls for excitation and chemiluminescence • System must work with a minimum of the following fluorophores: ethidium bromide, SYBR Green, SYBR Safe, SYBR Gold, GelStar, and PicoGreen • System must include conversion screen and filter for use with SYBR Safe gel stains • System must be able to use imager with stain-free technology for quality control imaging and stain-free total protein normalization • System must be able to hold at least 5 filters • System must be able to accommodate samples at least 35 x 25 cm in size • System must have automatic focus and iris adjustment capabilities during image acquisition • System must be able to automatically detect proper camera exposure levels for imaging • System must include software to capture, optimize, and analyze images • System must be able to automatically produce a multiplex image file that allows viewing of individual and multiplex images. • System software must be available for both the Mac and PC • System software must be able to automatically select the correct filters, light, and camera settings for each application, must be able to automatically detect lanes and bands in gels and must be able to automatically generate reports with image data • System must be able to save images as TIFF files AND must be able to export to Excel • System software must be able to be installed on an unlimited number of computers • All computer cables must be provided to enable fully operate the instrument and the analysis software • Manufacturer warranty of at least one year must include one on-site visit. Brand name or verifiable equal to Bio-Rad V3 Western Workflow Complete, computer system for such, XcitaBlue Conversation Screen, White Light Conversion Screen and manufacturer's warranty. Minimum must-have specifications listed above. Award will be based on technical acceptability, best value and ability to deliver ARO. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature (with pictures) describing their proposed product with enough detail to ascertain and verify that the product meets the minimum must-have specifications listed on the attached document. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead detailing the item description, unit price per item and the total price, 2) company DUNS number for verification of current ACTIVE status in the System for Award Management purposes 3) any documentation necessary for verification that product satisfies the minimum must-have specifications attached. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. NOTE: Guidance in this solicitation for actions within CCR and ORCA are now conducted through the Single Award Management system found at www.sam.gov. Vendors MUST have a record showing "Active" to be considered for award. DELIVERY: FOB Destination. DELIVERY TO: USDA-ARS-NLAE, 2110 University Blvd, Ames, IA 50011.
