- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Network Contract Office (NCO) 18 is seeking a potential qualified contractor to provide the following: DRAFT STATEMENT OF WORK PVAHCS Digital Television and Wireless Internet Services CONTENTS I.Background II.Project Objectives III.Statement of Work/Requirements I. BACKGROUND The purpose of this statement of work is to request continued digital TV, Wi-Fi internet, and maintenance services at the Phoenix VA Healthcare System (PVAHCS) at 650 E Indian School Rd, Phoenix, AZ, the Southeast Clinic location at 3285 S. Val Vista Rd., Gilbert, AZ and two new Community Based Outpatient Clinic (CBOC) locations. This includes a 100 MB Ethernet private line between the main hospital and the SE Clinic, allowing security personnel to remotely monitor the clinic using closed circuit video. The C & A requirements do not apply, Security Accreditation Package is not required. Project does not involve the storage, generating, transmitting or exchange of VA sensitive information. No sensitive information will be handled by contractor performing work.. II. PROJECT OBJECTIVES: The objective of this project is to continue digital TV, Wi-Fi internet, and maintenance services for the Main Facility and its associated CBOC's. The Government reserves the right to increase digital TV and wireless internet services as PVAHCS expands its infrastructure into new buildings and CBOC's under their jurisdiction. The television service shall be standard cable television, having a minimum of 117 (including local) channels with no objectionable content. Wireless internet shall provide the following upload/ download capabilities: "Building 31, two 50/10 modems. "Building 1, one 100/20 modem, one 50/10 modem, and one 25/5 modem. III. SCOPE OF WORK/REQUIREMENTS: the contractor shall provide all necessary personnel, tools, equipment, and materials required to perform the tasks below. A. Scope of work: We are requesting service for the following requirements. 1. 382 cable TV drops at the main facility (buildings 1, 8, 16, and 31) 2. 20 cable TV drops at the SE Clinic location 3. 1 cable TV drop at NE Clinic location 4. 1 cable TV drop at CRC location 5. Add or reduce digital TV drops/wireless internet capabilities as required at the various PVAHCS locations. 6. 100 MB Ethernet private line between the main hospital and the SE Clinic (Must be a hardwire connection/distance between locations approximately 25 to 30 miles). 7. IP Addresses for Boiler Plant's EMCS system 8. Wi-Fi connectivity in the following locations throughout the main facility. a. Library b. Medical Media c. Education d. Topaz Clinic e. Rehab Center f. Emergency Room Waiting Area g. Police Office h. Cafeteria i. Fire Control Room (Bldg 1 basement) j. Ambulatory Care Center (Bldg 8) k. Pre-procedure waiting area l. Bldg 31 service in 10 areas B. Hazardous Material Assessment: No hazardous materials are expected to be encountered in the course of the project. If the presence of hazardous materials is suspected, notify the Contracting Officer's Technical Representative immediately for assistance. C. Underground Utility Locations: Locating underground utilities is not required for this project. D. Place of Performance: All work shall be accomplished at the following locations: Phoenix VA Medical Center 650 E Indian School Rd Phoenix, AZ 85012 Southeast VA Clinic (CBOC) 3285 S. Val Vista Rd. Gilbert, AZ 85251 NE Clinic (CBOC) 11390 E Via Linda Rd, Suite 105 Scottsdale, AZ 85259 CRC (CBOC) 1500 E Thomas Rd, Suite 106 Phoenix, AZ 85016 IV. PERFORMANCE a.Maintenance will be scheduled with a contact person as assigned by the Contracting Officer's Representative (COR), Point of Contact (POC), or designee. Before doing any work, the service representative will report to the VA Police Department to log-in and obtain a contractor identification badge. After work is complete, the service representative will report back to the VA Police Department to log-out, and turn-in their contractor identification badge. The COR can be contacted at (602) 277-5551, x7101. b.Normal duty hours are 7:00 a.m. through 3:30 p.m., Monday through Friday, not including holidays. Whenever contact with Engineering is required outside of normal duty hours, the Utility System Repair Operator (USRO) may be contacted as an alternate. The hospital operator at extension "0" can contact the USRO via radio. END OF DRAFT STATEMENT OF WORK Prospective contractors must be authorized/certified to provide the required service, and must submit documentary proof when responding to this Sources Sought announcement. Important information: The Government is not obligated to, nor will it pay for, or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 515120 ($38.5M). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published.
