- Description
- The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration NOAA Aircraft Operations Center, intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1) with Orbit Communications Systems, for the upgrade and certification of the NOAA version of the ADAMS aircraft audio management system manufactured by Orbit Communications. The ADAMS system contains an Operational Flight Program (OFP) which controls the functionality and features of the ADAMS. The OFP was developed by Orbit and is proprietary to Orbit. Only Orbit has access to the current OFP, and no other known vendors have the capability to upgrade the OFP. Currently NOAA AOC has two heavy aircraft equipped with the Orbit ADAMS audio communications system. This action is to upgrade the OFP for the key components of the Orbit ADAMS, and obtain FAA certification of the upgraded system. The period of performance is 270 calendar days from the date of award. All interested parties must submit their company information and capabilities to perform the work to the attention of Charlene Yaple at Charlene.a.yaple@noaa.gov, no later than close of business April 30, 2015. Information shall include brief supporting documentation to demonstrate the capability of providing the necessary services to upgrade the Operational Flight Program, described above as well as providing references indicating successful completion of the work and services. If no qualified companies respond to this announcement, the Government reserves the right to award a sole source contract to Orbit Communications System, Inc. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or issuing a sole source contract to Orbit Communications Systems, Inc. Eastern Acquisition Division, requires that all Contractors doing business with this office be registered with System for Award Management (SAM).
