- Connect.Gov RFI Response Template Connect.Gov Operational Models GSA Connect.Gov RFI Introduction The GSA FAS ITS Cloud Computing Services PMO is seeking information, insight and industry subject matter knowledge regarding the implementation of a future state federated digital identity credential services business model, solution and/or procurement vehicle in support of the Connect.Gov program formerly known as "Federal Cloud Credential Exchange (FCCX)" program initiative. Connect.Gov provides federal agencies with the ability to accept a full range of accredited third-party commercially available digital credentials that allow the public to access agency online services, with greater security, privacy and efficiency. GSA envisions establishing a vibrant identity ecosystem where individual consumers can choose to use a third party-issued, government approved credential they already have and trust to access government sites and services. Connect.Gov is currently implementing initial operational capability and with this RFI the federal government is seeking industry input to develop best suited operational model for Connect.Gov full operational capability (FOC) phase. All sources are invited to submit information, comments, feedback and recommendations on this requirement and are encouraged to provide information on any potential development and implementation of a corresponding operating model and/or an acquisition vehicle necessary for establishing the federated digital identity ecosystem. Respondents to this RFI are invited to respond to any or all of the questions in this document. Objective The objective of this RFI is to learn the viability, feasibility, cost-effectiveness, pricing methodology, industry readiness and to explore areas of innovation to better understand the FOC of Connect.Gov. The shared service operating model options proposed in this RFI will help determine a Connect.Gov implementation strategy to achieve cost savings and increase IT efficiencies. ●Viability - Collect industry and relevant stakeholder feedback on GSA's approach to the procurement of federated digital identity services for government agencies. ●Feasibility - Determine the best pricing model that is cost effective, lowers the barrier to adoption and is sustainable over the course of increasing volumes for the agencies. ●Cost Effectiveness - Understand the associated pricing strategy and volume discounts. ●Industry Readiness - Understand how industry partners are selling digital identity services and Credential Exchange platforms on IT Schedule 70 and/or other acquisition vehicles. ●Innovation - Explore innovative approaches that are not being considered with supporting success stories, if applicable, that could enable government agencies to provide online services to consumers, specifically those ideas involving greater efficiency, security, privacy and cost savings. This Request for Information does not in any way imply a planned or pending procurement action by the United States Government. Responses to this RFI can not constitute an offer and shall not be accepted as the basis for forming a binding contract. The Government is not seeking proposals at this time and will not accept unsolicited proposals in response to this RFI. The government will not reimburse any respondent for any costs associated with information submitted in response to this RFI. Responses to the RFI Response packages should be sent by email to the Contracting Officer at connectgovrfi@gsa.gov no later than 4:00PM ET on Friday, June 19th, 2015.
