- THIS SPECIAL NOTICE IS A REQUEST FOR INFORMATION USING MARKET RESEARCH AND WILL BE USED FOR PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. THIS ANNOUNCEMENT IS FOR THE PURPOSE OF MARKET RESEARCH ONLY AND MAY OR MAY NOT TRANSLATE INTO AN ACTUAL PROCUREMENT(S) IN FUTURE YEARS. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. Background: The Naval Sea Systems Command seeks information on Light Emitting Diode (LED) lighting that might be appropriate for use on future craft which are presently being designed to replace the aging 135 foot Landing Craft Utility (LCU) fleet. At this early stage, the craft acquisition program is estimating up to 32 new vessels could be built. NAVSEA has directed implementation of LED lighting into the Fleet; with the purpose being that LED shipboard lighting will reduce fuel usage, decrease maintenance, and remove some hazardous materials from the shipboard and maintenance environment. LED lighting (a type of Solid State Lighting (SSL) technology) is being implemented to replace fluorescent and incandescent lighting presently used for navigation lights, general illumination and special-purpose lighting on U.S. Navy ships. Electromagnetic Interference (EMI) can be a problem with LED lighting in close proximity to certain communications electronics, depending on the design of the LED power supply, the susceptibility of the electronic system in question, and its distance from the LED light source. On smaller ships and craft, LED lighting may require lower radiated emissions than shipboard applications due to limited options in locating lighting and susceptible equipment. It is critical that any LED light source in close proximity to susceptible systems be a low emitter of EMI. Given these facts, LED lighting for Navy craft should meet the EMI limits of MIL-STD 461F, RE102 limits for ground applications, Navy Mobile and Army. Requested Information: Information on LED lighting products which meet MIL-STD 461F, RE102 limits for ground applications, Navy Mobile and Army is requested. The specific purpose of this Request For Information (RFI) is to support the design of the LCU 1700 leading to the start of construction within the next three years, but the subject lighting could be applicable to many other in-service ships and craft as well as new construction. Information on all types of currently available LED marine lighting products (navigation, general illumination, and special-purpose lighting) which meet MIL-STD 461F, RE102 EMI limits for ground applications, Navy Mobile and Army, is also desired. Response Criteria: Interested parties are encouraged to respond to this announcement, addressing LED lighting products listed above. In responses, companies shall include: 1. Organization Name 2. Responses shall be sent by electronic mail to the NAVSEA point of contact, Ms. Linda Squires ( linda.squires@navy.mil ). WHEN TO SUBMIT: This information is requested to be provided by email by 4:00 PM, 1 June, 2015. NOTICES REGARDING SOLICITATION: This notice does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SPECIAL NOTICE. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this special notice. Any information submitted by respondents as a result of this notice is strictly voluntary. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors who have executed non-disclosure agreements may have access to the information provided. Any information submitted which is to be provided and reviewed by Government personnel only shall be clearly marked as such. Otherwise, the Government shall construe consent has been given to allow access to the information by any relevant third party support contractor. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
